The City of Raleigh supplies water and sewer services to Raleigh, Garner, Knightdale, Rolesville, Wake Forest, Wendell, and Zebulon. 

For any main or utility connection that is outside of the Right-of-Way, onsite and offsite deeds of easement are necessary. 

This webpage will outline the procedures for applicants in the Raleigh Service Area and Merger Communities when a dedication for a deed of easement is needed.

Plat Submittals for Raleigh

A draft easement deed must be sent to Legal Document Review during the Recorded Map review process. The draft deed must follow the template provided on the Development Forms webpage; unless special permission is given. All changes to the template must be approved by the City Attorney's Office prior to review. 

This is process will be required for any recorded map or plat that includes City of Raleigh Waterline Easement, City of Raleigh Easements, or Combined City of Raleigh Water and Sanitary Sewer Easements situated outside of the Right-of-Way. This requirement pertains to water and sewer mains as well as water and sewer utility services.

Plat Submittals for Merger Towns

A draft deed of easement must be sent to water.review@raleighnc.gov during the Recorded Map review process. 

The draft deed must follow the template provided on the Development Forms Webpage; unless special permission is given. Residential and Non-Residential Permit Submittals for Raleigh and Merger Towns

Any new parcels that include an easement must mention the recorded plat and the deed of easement by their book and page numbers on the plot plan and/or any documents sent for review. This rule also applies to Merger Town Connection Submittals. 

A permit may be put on hold if it lacks a deed of easement for any new easements.

Raleigh and Merger Town Submittals: Signatures Process

After the Draft Deed of Easement has been reviewed it must be delivered to the Office for a physical signature. The courier will have to sign in on the 6th floor of One Exchange Plaza to drop off the Deed of Easement for signature.

A Cover Letter Template with the contact information and the name of the reviewer must be provided along with the Deed of Easement. The Reviewer will have 7 days to sign and communicate that the physical copy is ready for recordation. The plat must be approved by the reviewer at the same time as the physical signatures.
