Updates to Review Process

Raleigh Water is updating the water and sewer permitting and plan review process for our merger communities. These key changes include:

  • All submittals for Subdivisions, Site Plans, Construction Drawings, and Plats will be submitted simultaneously to both the town and Raleigh’s Development Portal.

 

Subdivision and Site Plans

  • Fees and statuses will be tracked in Raleigh’s Development Portal.
  • Review comments will continue to be shared through town systems.

 

Construction Drawings

  • Plan review, permitting, and fees will be managed through Raleigh’s system.
  • Status updates will be reflected in town systems to maintain alignment with NCDOT and Wake County processes.
  • Approved drawings will be provided to each town.

 

Plats

  • Fees and statuses will be available in Raleigh’s Development Portal.
  • Comments will be shared through town systems.
  • Legal documents (on- and off-site easements) will be submitted directly to Raleigh.

 

These changes will go into effect July 1, 2025.

Plan Submittals for Merger Towns

Applicants are required to submit plans and plats to the Merger Community where the project is located. In addition, applicants must submit the same plans and submittals on Raleigh’s Permit and Development Portal. This allows for improved status tracking, permitting, and fee payments through Raleigh Water.

Subdivision Plans in Merger Towns

  • Submit the subdivision plan to the Merger Town and Raleigh’s portal.
  • Pay applicable review fees for Raleigh Water on the Portal.
  • Review comments will be provided in the Merger Town’s system and referenced on the Portal.
  • Approvals will be available on both platforms.

Site Plans in Merger Towns

  • Submit the site plan to the Merger Town and Raleigh’s Portal.
  • Pay applicable review fees for Raleigh Water on the Portal.
  • Review comments will be provided in the Merger Town’s system and referenced on the Portal.
  • Approvals will be available on both platforms.

Construction Drawings in Merger Towns

  • Submit the construction plan to the Merger Town and Raleigh's Portal.
  • Review fees for Raleigh Water must be paid on the Portal.
  • Comments will be provided in Raleigh’s system and viewable on the Portal; a status update will also be recorded in the Merger Town system.
  • Approvals will be posted on the Portal.
  • Permits are issued and must be paid for on the Portal.
  • Inspections in Merger Towns may be scheduled through Raleigh Water’s Inspections Request.
  • Raleigh Water will issue final acceptance letters.
  • Revisions to previously approved plans must be submitted through Raleigh Water and the Merger Town and follow the same review and payment procedures.

Construction Drawing requirements

  • Public Improvement Quantity Table  Indicate "0" for each listed inspection type if there are no improvements Raleigh Water permits all public water and sewer mains with an Infrastructure permit.
  • Appendix D – Public Utility Notes and Permit blocks for Projects in Merger Towns.
    • Contractor Note – required on Cover Page for all plans requiring water and sewer main extensions
    • Permit Blocks – required on Cover page, Utility page, Plan and Profiles.
    • Standard Utility Notes - required on the Utility page
  • Sheet Index
  • General Notes with Owner & Contact’s name, telephone numbers, mailing and email addresses.

Plat and Deed Review in Merger Towns

  • Submit the plat and any required water and sewer deed documents ( See Locked Template for document preparation) to both the Merger Town and the Development Portal.
    • Pay review fees on the Portal.
      Review comments will be provided in the Merger Town system and referenced on Portal.
      Approvals will be visible on both systems.
  • Raleigh Water will sign the deed documents that are sent to our office.

  • Documents must be recorded at the Register of deeds.  No Utility Connection permits will be issued if the plat and deed is not recorded. (see Merger Communities - Plan Review and Permitting for Water and Sewer)

Fees and Inspections

  • Review, permit, and inspection fees are based on the current Development Fee Schedule.
  • Inspections for projects with approved construction drawings must be scheduled with this the Merger Town Inspections Request Form.
