When does a Minor Modification apply?
The City must approve any changes to an approved ASR/SPR plan. Modifications are categorized as either Minor or Major as specified in UDO Section 10.2.8.E.1.
Before Submitting an Application
Before submitting an ASR/SPR Minor Modification Application, contact Current Planning to determine if the proposed changes qualify as a Minor Modification pursuant to UDO Section 10.2.8.E.1. application.
Complete pages 1 and 2 of the application and email them to the assigned site reviewer along with a conceptual site plan detailing the proposed changes. Please include any other information necessary to evaluate the request. Major Modifications necessitate the submittal of a new ASR.
If an SPR has already been approved for the project, staff will determine whether the change can be made solely to the SPR or if the original ASR must be updated first. If the ASR needs to be modified, an application to update the ASR must be submitted before submitting an application to modify the SPR.
Only one Minor Modification will be accepted for plan review at a time.
This same modification process also applies to Tier 1 Site Plans/standalone SPRs that did not go through ASR review.
Submittal Instructions
Once you receive confirmation from Current Planning that your changes qualify as a minor modification, email the following documents with your site plan drawings to sitereview@raleighnc.gov:
- 1 PDF Full and complete Minor Modification to Approved ASR/SPR Application
- 1 PDF of proposed plans. Your plans should include the following:
- The most recent approved plans scanned to scale, in sequential order.
- To engineering scale, 1”=20’,1”=100’
- Size should be no less than 18”x24” but no larger than 36”x42”.
- If dwelling units are proposed, submit the Wake County Residential Development Notification Form.
- For modifications to an SPR:
- Modified plan sheets should be inserted into the full set (containing all originally approved sheets) and placed before the associated approved sheets.
- Attach a minor modification table to the front cover sheet.
- Include in the submittal package a narrative of proposed changes to the plans, which are in addition to the Modifications to an Approved Site Permit Plan.
- All Site Permit modifications must include the latest approved version of every sheet, including modified sheets from previous modifications.
- Original sheets being replaced by modifications must be marked “VOID” and watermarked by a large X across the entire sheet.
- All sheet changes must be clouded and dated.
- Modified sheets must be labeled and bookmarked by the applicant.
Mailed Notification Requirement
- Per UDO Section 10.2.8.D.1.d and Section 10.2.1.C., notification letters must be provided to the city upon acceptance of any Tier 2 or Tier 3 Site Plan Application.
- A mailed notice is required for projects that:
- Includes new buildings greater than 25,000 square feet, or additions that represent a 10% increase in building area or 25,000 square feet (whichever is greater), AND;
- The subject property is located within 100 feet of a property that is zoned: R-1, R-2, R-4, R-6, R-10
- Notification letters in unsealed, addressed, and stamped envelopes should be mailed to:

Project Review and Permitting
Applicants will be notified by email when a project is processed. Standard review times are available to view online. Plan review comments can be viewed at any time via a registered account in the Permit and Development Portal.
Plans that are ready for permit issuance but have incomplete contractor information and/or administrative holds (sureties, payments, TCA fence inspection, fees paid, etc.) will be kept at the Planning and Development Customer Service Center for up to six months. After six months, the plans will be considered invalid, and the application will be voided. An administrative fee may be incurred when projects are voided.
The receipt of the approved stamped plans does not authorize any work on-site or on infrastructure. Work may commence only after the official permits have been issued, and all incomplete and/or pending holds have been satisfied.

NOTE: To submit a Non-Residential Building Permit plan for review, Site Permit Review (SPR) drawings must be approved by all applicable departments and be in Final Review.
Paying Fees
A Plan Review Fee is due prior to project review. All other permit fees are due when permits are ready for pick up.
