Final review is a quality control process that is done after the plan review of the project is approved. The invoice for the project is created at this stage and any applicable plans are electronically stamped approved and uploaded to the permit portal. During the final review, the following is being performed:

Documents Required

The table below provides a list of documents and certifications that are required to complete the final review for your project. Please ensure that all required documents and contractors are provided before the final review process to prevent any delay in the final review of your project. Utilize the Permit Application Contractor Addendum form to notify staff of the assigned contractors if not submitted at the application.

Plans

Approved plans are made available during the final review for projects that require an approved plan set for inspections. You must be a contact on the permit to view and download the approved plans. You are required to print all approved plans and have these available on site for the inspectors.

Permit Holds

The final review of your project cannot be completed if there are holds on the permits.

Site Permit Holds 
The following holds will stop the release of the Approved Plan Set to the client for Site Permit Review (SPR)

  • All Stormwater Holds
  • Transportation Holds requiring NCDOT permit approval
  • All other holds will allow the release of plans but will stop the approval of Final Review and the creation of the invoice.

Building Permit Holds 
When there is a building permit hold the final invoice cannot be created until the hold is resolved.

Final Review Benchmark

All final reviews are done in the order received and will be unassigned until the reviewer is ready to complete the review. Only reviews that been through a previous final review cycle will have an assigned staff. The due date is an estimate only and could change depending on the volume of projects.

Paying Fees

Fees are determined based on the current Development Fee Guide. You can use the fee calculator to get an estimate of your project fees. 

Plan Review Fees - All plan review fees are required at application for site and building permits and must be paid prior to the routing of your project. Plan review fees are based on the fee in effect at the time of the application.

Building Permits Fees - Building permits fees for all trades are assessed after the completion of plan review and during the final review of your project. Building permit fees are based on the fee in effect at final review.

Site Permit Review - Site permit fees for all site and infrastructure permits are assessed after the completion of plan review and during the final review of your project. Site permit fees are based on the fee in effect at final review.

All permit fees are due when permits are ready for issuance.

  • Payment types include Cash, MasterCard, Visa, or check made payable to the City of Raleigh.

The Customer Service Center processes payments for checks and cash only. You may pay via the Permit Portal for credit card and ACH (eCheck) payments.
