Join us to hear an overview of our engagement efforts and how we plan to use your input in Phase 2 of developing the City's Next Comprehensive Plan.  

Reflecting Raleigh Timeline

The City of Raleigh is embarking on a multi-year journey to write the City’s Next Comprehensive Plan. Over the course of the next few years, we will engage with residents to develop, draft, and implement our new plan. Our process is centered around ensuring Raleigh’s unique needs and voices are reflected in our plan.

Phase 2 - Plan Development

Reflecting Raleigh - The Next Comprehensive Plan - Trees and Dock

October 2025 - May 2026

Phase 2 of Reflecting Raleigh will focus on developing draft content for Raleigh’s Next Comprehensive Plan based on the information collected in Phase 1 - Initial Engagement, in combination with a Civic Assembly and Technical Working Groups.

  • Civic Assembly
    A Civic Assembly is a process for problem-solving, centered around group discussion from a representative body of the community. Members of the Assembly are chosen by lottery and will be a group reflective of Raleigh’s overall demographic. The Assembly will work to offer perspectives of residents on topics and policies that will shape the Next Comprehensive Plan.
  • Technical Working Groups
    An opportunity for subject matter experts across several fields to offer guidance and policy recommendations for the next plan. The groups will consist of City staff, representatives from City boards and commissions, and technical experts from the Raleigh community. 

More About the Comprehensive Plan

The Comprehensive Plan is a long-range policy document adopted and amended by the City Council. It establishes a vision for the city, provides policy guidance for growth and development, and contains action items directed at the City to implement the vision. View our current 2030 Comprehensive Plan for policy guidance intended to shape how the city grows and develops through the year 2030.
