We concluded Phase 2 of Reflecting Raleigh in June 2026. In this phase, we worked with a Civic Assembly and five Technical Teams to develop goals, policies, and actions for Raleigh’s Next Comprehensive Plan. 

Civic Assembly

Reflecting Raleigh - The Next Comprehensive Plan - Marathon

During Phase 2, Raleigh’s Civic Assembly met over six Saturdays to learn about, discuss and make recommendations for the neighborhoods around existing and planned bus service. The Assembly was made up of 32 participants chosen by lottery to broadly represent Raleigh as a whole. The Assembly’s final recommendations were shared with City Council, who directed staff to integrate them into the City’s Next Comprehensive Plan.

Technical Teams

Along with the Civic Assembly, five Technical Teams met from January – June 2026 to provide guidance and policy recommendations related to land use, transportation, housing and neighborhoods, natural resources, and infrastructure and services. Technical teams consisted of City staff, representatives from City boards and commissions, and technical experts from the Raleigh community. The teams identified key issues, policies, and implementation actions to be included in the Next Comprehensive Plan.
