The Business Engagement and Opportunities Program advocates actions, which increases opportunities for historically underutilized businesses and promotes diversity and inclusion in City of Raleigh contracting.
The City has an aspirational goal of 15 percent of the total contract amount to be performed by Business Engagement and Opportunities Program businesses on construction and repair projects of $300,000 or more, and contracts of $100,000 or more that include any State funding.

Disparity Study is Complete
The City of Raleigh has concluded a disparity study to determine whether a government entity, either in the past or currently, engages in exclusionary practices in the solicitation and award of contracts to underutilized businesses.

MED Week Celebration Event National Minority Enterprise Development (MED) Week is a special week in October, observed in the United States to recognize and celebrate the achievements and contributions of business owners. The COR BEOP program successfully hosted this event in October 2023 and 2024 and featured a panel discussion of city vendors who provided insight on the secrets to their success. | Oct. 15 |
NCDOA/HUB and NCDOT/DBE Certification Information Sessions Certification sessions will be held quarterly and offer a complete overview of how eligible businesses can become state-certified through either the NCDOT or NCDOA office. The session also provides an overview of the City of Raleigh’s BEOP program and will focus on topics including increasing business exposure, completing an online directory, receiving bid notifications, and opportunities for business development. The COR BEOP program has been successfully hosting these events both in person and virtually for several years and representatives from both NCDOT and NCDOA are in attendance. | -July 24 -Oct. 23 |
