Housing displacement pressure is often associated with market dynamics like rapid regional growth, rising land values, and speculative investment. In recent years, Raleigh’s substantial addition of new housing supply has directly impacted the market – causing average rents across the city to decline, easing cost pressures for renters, and helping to stabilize naturally occurring affordable housing.
Even though overall market rents are falling, market-rate housing alone remains out of reach for many low- and moderate-income residents. While increasing overall supply helps stabilize the broader market, targeted interventions are still essential to protect vulnerable households from direct and indirect displacement.
Because displacement has multi-faceted causes, the City of Raleigh Housing and Community Development Department deploys a suite of targeted strategies to prevent and mitigate displacement. These efforts focus on preserving existing affordable units, supporting long-time residents, and ensuring that as Raleigh grows, our entire community shares in that stability.
