Water and Sewer Rates 2024-2025

Administrative Charges

The City of Raleigh bills administrative charges to all utility customers based on water and waste water services provided.  

Administrative charges cover these important components:

Billing - This portion is based on the costs associated with the Meter Operations Division and the Utility Billing Division of the City's Public Utilities Department.

Readiness to Serve - This portion is based on some of the costs for Capital Improvements, Administrative and Utilities Support functions.  In other words, this component partially funds maintenance of the infrastructure required to provide utility services to each customer.

 

Water Rates

Residential water rates for Raleigh, Garner, Knightdale, Rolesville, Wake Forest, Wendell, and Zebulon have three rate tiers based on consumption. Each tier is billed at a different rate. 

Type Charge
Residential Water Rates (Inside City Limits): Tier 1 = 0 - 4 CCFs billed at $2.88
Tier 2 = 5 - 20 CCFs billed at $5.03
Tier 3 = 21 or more CCFs billed at $6.47
Non-Residential Water Rate: Per CCF = $3.87
Irrigation Rate: Per CCF = $6.47

1 CCF = 748 gallons
To determine the amount of water used in gallons, simply multiply the number of CCFs (the consumption number on the water bill) by 748.

Watershed Protection Fee

The Watershed Protection Fee is a funding mechanism for the City's water supply protection programs. The City will impose a fee of $0.1122 per CCF (per 100 cubic feet of water) for Raleigh, Garner, Rolesville, Wake Forest and Knightdale water customers. The funds are used to pay for the Upper Neuse Clean Water Initiative, as well as additional drinking water quality improvements to the treatment system, and/or for protective restoration projects.

 

Infrastructure Replacement Charges

These charges apply to all utility customers serviced and billed by the City of Raleigh. There is one Infrastructure Replacement Charge for water and one for wastewater. The charges are per meter and based on meter size.

Schedule of Charges effective July 1, 2024.
Please note: Sewer Only deposits are equal to 3 years of monthly charges and will be paid at the time the account is established. The deposit will remain on the account until the account is closed. The deposit will be applied to any unpaid charges when the account is final billed. Any deposit amount remaining will be refunded and a check mailed to the address on file. This may take up to 30 days.

 

Late Charge and Delinquent Trip Charge

A late charge of $5 will be applied to accounts each month if payment has not been received on or before the due date. Delinquent accounts that are past due and have been disconnected or have received a notice of disconnection (hang tag) will be assessed a Delinquent Trip Charge of $50. Restoration of services will occur after payment of the delinquent account balance has been received by the City of Raleigh.

Meter Re-Read Charge

$50 will be assessed each time a customer requests verification of the meter reading obtained by Raleigh Water and the reading is validated as correct.

If the original reading is found to be invalid, the customer will not be assessed this fee.

Meter Tampering & Civil Penalty

If tampering occurs at a residence one or more times, the City of Raleigh has the right to remove the water meter. If meter removal occurs due to tampering or non-payment of account, the customer will be assessed $125 at the time of service restoration ($50 Meter Removal Charge and $75 Meter Reset Charge), plus applicable fees for any required repairs if damage to the lines, meter or box occurred. Service restoration will occur when the account balance is paid in full.

A Civil Penalty of $500 may also be applied when Meter Tampering has occurred.  In addition, there could be criminal charges brought against the parties involved.

WarningMeter Tampering is a criminal offense and violators will be prosecuted.

Service Initiation Charge

Fifty dollars will be assessed to cover charges associated with administration of the account and/or the initial meter reading. The Service Initiation Charge will be assessed per meter to all customers establishing service in their name for utility services (to include new service, transfer of service, account ownership change, etc.).

Sec. 2-3003. - Utility Service Deposit

 

The Service Initiation Charge will be waived for landlords who have registered with Customer Care and Billing for the Landlord Program. With the Landlord Program, the utility services will remain active and billed to the landlord between tenants.
