Funding is made available to Engagement Network users to expand their impact in the community. Eligible civic-based groups must be committed to fostering active methods of engagement, encouraging collaboration, and strengthening partnerships between residents and the City of Raleigh. Our goal is to expand knowledge of City services while creating meaningful opportunities for residents to participate in the greater Raleigh community.
General Membership Funds (Coming Soon!)
Funding for general membership organizations will be available Jan. 12, 2026.
Engagement Network users in General Membership may receive up to $300 in annual grant funding. Requests for funding are evaluated on a first-come, first-served basis. Example uses include:
- Flyer translation services
- Outreach materials (banners, yard signs, etc.)
- Meeting supplies
- Meeting refreshments

Engagement Network Grants (Coming Soon!)
Applications for Engagement Network Grants will open on Jan. 12, 2026
Only available to Tier Two users. Selected applicants can receive $1,000 in funding (with a required 50 percent match) for projects that expand community impact.
- Matches may include volunteer labor (valued at $30/hour), donated materials, professional services, or cash contributions.
- For example, a user could complete a $1,500 project: $1,000 from the Engagement Network Grants plus $500 from the match.
Please allow staff up to three weeks to review your request. Requests are evaluated by multiple staff according to a rubric. Approved requests must:
- Strengthen community engagement and impact.
- Be realistic and doable with approved funds.
- Can be completed in a reasonable amount of time.
- Create meaningful opportunities for residents to take part in Raleigh’s community.
- Support one or more goals in Raleigh’s Strategic Plan.
Reporting
At project completion, the user must submit a final budget report, including an impact statement. Financial reports related to Engagement Network funding will be subject to audit by the City of Raleigh. Any additional information requested by auditors must be provided within the specified timeframe. All costs incurred by the Organization beyond the approved funding are the Organization’s sole responsibility.

How Will I Receive the Funds?
Users must first sign the Engagement Network Funding Agreement. Once approved, staff will purchase the items using a City of Raleigh purchasing card, as funds cannot be given directly to users. Users are then responsible for picking up the items for their organization.
