E.M. Johnson Water Treatment Plant Lagoon Liner

Existing infrastructure found in this area is undersized and will be rehabilitated.

The EMJ Lagoon Liner project will restore an existing lagoon used to manage solids left over from the water treatment process. The improvements will help protect the lagoon, support reliable treatment operations, and keep the facility working safely and efficiently for years to come.

This project is now in the last design stages. It is also in the permitting phase. Bidding will start once the permits are approved.

Construction

Construction is underway!

The project was advertised in February 2026, and the construction contract was awarded to Triangle Grading and Paving in July. A kickoff meeting was held in August, and construction is now moving forward.

Construction is expected to take about one year. We’ll continue to share updates as the project progresses.
