Downtown Mobility Study

Improving active transportation and connectivity in Downtown

In 2024, the City of Raleigh’s Transportation Department kicked off an 18 month effort to update the 2019 Downtown Transportation Plan The update to this plan is the 2025 Downtown Mobility Study, which is a City-led initiative to streamline multimodal planning and policy recommendations for the downtown area.

Now complete, the study considers safety and modal priorities for pedestrians, cyclists, transit services, and drivers downtown. The study was adopted by City Council on November 18, 2025.

History

In November 2016, Wake County voters approved a transit-dedicated half-cent sales tax to support funding the recommendations of the Wake Transit Plan. This plan created a vision for transit to connect the region and all Wake County communities by providing frequent, reliable urban mobility and enhancing access to transit. The 2019 Downtown Transportation Plan further built on the Wake Transit Plan by developing the vision for transit, transportation, and mobility in Downtown Raleigh.  

 

With construction for New Bern Avenue - Bus Rapid Transit (BRT) beginning in 2024, and design for the Western BRT and Southern BRT underway, the 2024 Downtown Mobility Study will build on recommendations from the 2019 Downtown Transportation Plan, while ensuring that downtown's active transportation network will support all upcoming enhancements from BRT and other catalytic projects.
