The City of Raleigh is excited to announce the future redevelopment of the Boyer-Waldrop site, a key location at the corner of Raleigh Boulevard and New Bern Avenue in the historic East College Park neighborhood. This area, located adjacent to Saint Augustine’s University, carries deep roots in the community and rich cultural significance. The site’s name pays homage to James Alexander Boyer, the 7th President of Saint Augustine’s University (1956), whose legacy is reflected in nearby Boyer Street. 
 

In 2023, the City finalized the $2.9 million acquisition of the former Zack’s Grocery site, using funds from the 2020 Affordable Housing Bond. This parcel will be combined with an existing, city-owned lot along Boyer Street, creating a powerful opportunity for transformation and revitalization in East College Park. 
 

A Hub for Future Growth 
 

The new development will be a vibrant mixed-use community, centered around multi-family affordable housing and commercial business spaces that bring new energy and opportunity to the corridor. 
 

Strategically located along the planned New Bern Avenue Wake Bus Rapid Transit (BRT) route, the site will feature an enhanced BRT station stop, ensuring convenient, high-quality transit access for residents, businesses, and visitors alike. 
 

An Exciting Future for East College Park  
 

As we plan the future of this key development site, the City is committed to inclusive, community-involved development. Starting this summer, we’ll launch a series of on-site informational pop-ups and host a fun, family-friendly community event to share updates, and celebrate what’s ahead.
