Permit and Development Portal

To effectively manage and pay for your projects and get regular system notification emails throughout the approval process, create a permit portal account. 

Business License

The City of Raleigh does not require a business license to operate a business within Raleigh City limits. Learn more about what is needed to start a business.

Beer and Wine License

Any business that sells beer or wine within the Raleigh City limits must obtain a Beer/Wine License before selling any alcoholic beverages. 

Hospitality Program Permits

Check Zoning Before Starting a Business

Zoning controls how land is used in Raleigh. Every property has a zoning category that affects what types of businesses can operate there. Before starting your business, check that the zoning allows your type of operation. To avoid problems, contact zoning staff early to talk about any rules that apply. If the property isn’t zoned for your use, you can ask the City to consider a rezoning.
