Raleigh Water maintains public pump stations in their service areas in the City of Raleigh and Merger Towns, including Garner, Knightdale, Rolesville, Wake Forest, Wendell, and Zebulon and Wake County. The Development Review Group and Resource Recovery Facilities Team are teaming up on the review process.

Public Pump Station Submittals:

All pump stations must meet the guidelines set forth in this Handbook and the most 

recent version of Minimum Design Criteria for the Fast-Track Permitting of Pump 

Stations and Force Mains as published by NCDENR; whichever is most stringent.

Private Pump Stations Submittals:

Must be submitted as part of a Merger Town Construction Drawing (MRCP) or Raleigh (SPR) Plan. 

  • Must provide Peak and average daily flow calculations.
  • The engineer or designer must seal the plans for the private pump station and certify the station.
  • Must be equipped with a sign indicating a twenty-four (24) hour call service number, the current or proposed owner, and the party responsible for maintenance.

Submittal Process

  • Submit Plans for review, approval and permitting over the Permit and Development Portal.
  • Apply - Permits – Scroll to “Pump Station Review and Permitting” or type text into the search bar.
  • Applicants must enter the location of the parcel for the project, or, if available, the location and address of the pump station parcel.
    • IMPORTANT - A final address for the meter must be requested prior to Pump Station Acceptance.
  • Enter the description and project information.
  • Add Contacts.      See “Portal Registration Process” below.
    • If a General Contractor is not known, please type “TBD – CON”.
    • IMPORTANT  A contractor must be in place prior to permit  approval to communicate with Inspections Staff.
    • Enter “MORE INFO” about the pump station details (Required Fields).       Information must match plans.
    • Attachments
      • Pump Station Calculations – Calculation Package per RW Design Manual.
      • Pump Station Construction Plans – The area inside the fence and Operating equipment with specifications per RW Design Manual.
        • Most recent PU details must be included.
      • Pump or Lift Station Site Plan – Area surrounding the pump station, construction drawings showing the force main, air release valves and gravity sewer (must match Construction plans prior to sign off)
        • Most recent PU details must be included.
      • Any additional documents.
  • Applicants provide signature and payment for the Pump Station review and Inspection prior to starting plan review.

Review and Approval Process

  • Applicants will receive comments from Raleigh Water Development Review and Resource Recovery.
  • Applicants must resubmit plans and calculations until the Station plans are acceptable for approval.
  • The Applicant will receive a permit for the pump station itself (PUMP-xxxxxx-202x)
    • No force mains, gravity sewer or water mains are permitted.
  • Applicants must submit the approved pump station plans with their construction drawings for Merger Towns (MRCP) or Raleigh Plans (SPR) prior to approval of final plans.

Inspections Process

Pump Station Acceptance Process

  • A valid address in Wake County’s GIS System must be available for applicants prior to requesting a water meter.
  • When address is available, applicant will request a water meter for the pump station.
  • The contractor will schedule the pump station final walk thru with Raleigh Water Inspections Staff – Permit and Development Portal
