Scotland Street Improvement Project

Improving mobility and connectivity for pedestrian, bicycle, and vehicular traffic

Scotland Street is being improved between Lakeview Drive and Lassiter Mill Road. 

The scope of the project includes the installation of:

  • Storm drain pipes;
  • Storm drain boxes;
  • Sanitary Sewer and Water lines;
  • Curb and gutter along both sides of the street;
  • Sidewalks; 
  • ADA compliant curb ramps;
  • A transit upgrade on Lassiter Mill Road; 
  • A retaining wall; and,
  • New asphalt pavement. 

The project also requires some private and public utility relocations.  

This is a Complete Streets project, designed to be safe and accessible to all users.

Design

Due to some Stormwater work completed in the area we needed to revise our design plans. We completed a geotechnical investigation to determine size and location of rock, allowing the team to finalizing the drainage design along the road.  

The design plans were approved by Development Services in Sept. 2023.

Construction

Construction Update August 2024

Due to conflict with private utilities, this project has been delayed. However, it is still expected to be completed this fall. 

Crews are working on the new storm drain system. A new storm drain system includes the installation of storm pipes that will run under the road as well as large storm boxes to catch the water from the street during rain events. This work requires a large amount of digging which will make the roadway unsafe for vehicle and pedestrian traffic. For your safety and that of the construction crew please do not enter the work zone.   

Due to the nature of this project, there is a road closure and detour in place during the project. See below for the detour map. There is no through traffic, but residents living in the construction zone will have access to their property.

The project is expected to take six months. The City scheduled the construction to start during the spring to try and lessen the impacts to area schools as much as possible, with the bulk of construction activity taking place during the summer.

  • August 15, 2017 City Council initiated and approved sidewalk installation for pedestrian safety on Scotland Street
  • 2019 Public Design Meeting was held
  • 2019 Raleigh Stormwater starts culvert repair 
  • 2019 Stormwater repair encountered large amount of rock that requires redesign of Stormwater system needed for sidewalk installation
  • 2024 redesign for storm drain part of project project is completed
