What is the Civic Assembly? Why it matters What You Need to Know

We’re inviting Raleigh residents, through a lottery, to help envision what comes next for the city. As part of the Civic Assembly, you’ll team up with residents across the city to talk about what matters most, share ideas, and offer suggestions that reflect the needs of our community.

What is the Civic Assembly?

We’re bringing together a mix of Raleigh residents—chosen by lottery—to reflect the full range of people across the city. Selected participants will meet to learn, discuss, and make recommendations on the following questions:

Raleigh is in the process of improving bus service around the city. How should the next Comprehensive Plan help improve access to the new service? What should the neighborhoods served by frequent bus service look like?

Why it matters

In 2009, Raleigh made a plan to guide how the city should grow. The goal was to have 60% of new development in certain easy-to-access places that could support more homes and businesses, and along corridors with strong existing or planned bus service. Since then, about 70% of new growth has happened in those areas. Now, as we plan for the year 2050, we want your help to decide how these neighborhoods should grow.

What You Need to Know

This fall, a randomly selected group of Raleigh residents will receive a special invitation to participate in the Civic Assembly — a rare opportunity to help guide decisions that impact our city. 

  • Who can participate? 
    Raleigh is partnering with the National Civic League to select 40 residents for the Civic Assembly. 10,000 residents will receive mailed invitations to enter a civic lottery. From those who respond, a tool called Panelot will select a group that reflects Raleigh’s demographics—by age, race, neighborhood, and background. (Anyone over the age of 16 who lives in Raleigh and receives an invitation can apply to participate in the assembly. 10,000 invitations will be going out across the city to ensure that the selected assembly reflects Raleigh’s diverse population. From those applications, 40 assembly members will be selected based on a representative sample of age, race, neighborhood, and background.)  
  • Time commitment:
    To participate, you must be able to attend all six sessions listed below. Sessions will run from 9:30 a.m. to 4:30 p.m. Breakfast, lunch, and refreshments will be provided. 
    You must be available for the following dates:

  • Compensation:
    Participants will receive $1,000 for their participation in all six sessions.
  • Accommodations: 
    Language translation services, refreshments, and childcare will be provided at each meeting.
