Raleigh Water and Raleigh Planning have identified that the City of Raleigh annexation process does not currently align with the Public Utility Code Section 8-2063 – City Council Approval of Outside Extensions.
CURRENT PROCESS: Petitions may be submitted to City Council anytime during the process and must be approved prior to recording a map or obtaining a building permit. City Council has limited time to review the petition and any corresponding infrastructure details.
UPDATED PROCESS: Effective February 1, 2025, all parcels outside of Raleigh city limits and inside Raleigh’s extraterritorial jurisdiction (ETJ) will require applicants to petition City Council for annexation prior to the following instances:
- Before any preliminary plan approvals (subdivision or site plan)
- Before any connection to the utility systems
These updates are in accordance with Section 8-2063 of the Public Utility Code.
Below are the services and steps we are taking to meet the regulatory standards for annexation:
- Extensions or connections to utilities outside of city limits require annexation. Raleigh Water and Raleigh Planning will specifically address the timing of the annexation and the process in the meeting.
- Comments are provided to applicants during the meeting and in a follow-up email. A record will be visible on the Permit and Development Portal.
ADMINISTRATIVE SITE REVIEW (ASR) AND SUBDIVISION REVIEWS (SUB)
- Plans that request outside utility extensions or connections:
- The annexation petition must be submitted to Long-Range Planning at the time of plan submittal to the Customer Service Center. The annexation petition must be acted upon by City Council prior to plan approval.
REQUESTS FOR ANY CONNECTIONS OUTSIDE THE CITY LIMITS
- Any plans or permits for utility extensions or connections that fall outside the preliminary approval process:
- The annexation petition must be submitted to Long-Range Planning at the time of plan or permit submittal to the Customer Service Center. The annexation petition must be acted upon by City Council prior to plan or permit approval.

- NOTE: All permits will not be approved until City Council has acted to officially annex the property into the city limits of Raleigh.
