The Special Projects team advances implementation of complex, high-priority projects on behalf of the City Manager’s Office. The team also serves as the central point of contact for the intake, analysis, and negotiation of partnership proposals. The team leverages a multidisciplinary background to advise and coordinate across internal and external partners, with a focus on financial strategies and feasibility.
There are three key functions of this team:
- Major Redevelopment Projects that require complex solicitation, negotiation, disposition, and partnership processes like the Former DMV site or the Redevelopment of Moore Square.
- Public-Private Partnerships (P3s) that deliver critical infrastructure and public benefits faster, cheaper, and with less risk than traditional methods like Louisburg Road Greenway and Crabtree Blvd Greenway Partnerships. (Read more about the City's Partnership Policy for details.)
- Cross-Departmental Coordination regarding real estate, economic and community development, financial analysis, multidisciplinary planning, and project delivery such as the Facility Fee and Cost of Growth Studies.
Key tasks include:
- Leading the coordination and negotiation of partnership agreements with the private sector.
- Conducting pre-development financial and urban design analysis for early-stage City projects.
- Project management and strategy for City-led redevelopment sites.
- Identifying opportunities for continuous process improvement.
