Cost of Growth Study

As part of the Reflecting Raleigh comprehensive planning process, the City is undertaking a consultant-led Cost of Growth study. The consultant leading this project is Urban3 and they were selected through a Request for Proposal (RFP) process.

Key Objectives

• Understand the fiscal impacts of different citywide development scenarios.
• Develop a tool to evaluate the fiscal impacts of land use decisions made in response to growth.
• Evaluate level of service standards and associated capital and operational costs.

Timeline

• March – April 2026 --> RFP selection process
• June – October 2026 --> Preliminary analysis & growth scenarios
• September 2026 – March 2027 --> Cost modeling
• January – May 2027 --> Final recommendations and presentation to Council
