Description of the Properties Project Status

The Special Projects team is facilitating the redevelopment of several City-owned sites that border Moore Square.  

 

The redevelopment goals for the two sites include delivering mixed-income housing, ground floor retail space, and greater vibrancy and pedestrian activity around one of Raleigh’s signature downtown parks. 

Description of the Properties

Redevelopment of Moore Square East and South Sites

Two properties will be made available for redevelopment on Moore Square, the signature public park in downtown Raleigh. 

 

The “East Site” includes approximately 2.85 acres of land on the block directly east of Moore Square, all targeted for redevelopment.  

 

The “South Site” includes approximately 0.94 acres of land currently occupied by a historically significant gas station building (the “Esso Station”) and surface parking adjacent to City Market. The entirety of the surface parking (A) is targeted for redevelopment. The gas station (B) is a contributing structure in a local historic district and is to remain. The City’s expectation is that the building be rehabilitated and reused as part of any redevelopment project. The City also owns two parcels (C), one with a building, on the southern end of Blake Street, which could be optional additions to the property. The historic Norwood House (D) is adjacent to the South Site and is home to park-supporting uses which are planned to remain.

Project Status

The City recently issued a Request for Information (RFI) that was open from April to May 2026 and received feedback from ten respondents including high-level redevelopment concepts and strategic input for the disposition process. Staff is currently analyzing the feedback and preparing an informed redevelopment strategy. 

 

The Moore Square properties were previously included in a 2022 Request for Proposals, but that process did not result in a viable project. The City plans to apply what it learned from that experience to the upcoming effort.
