Pullen to Bain Project FAQ

What is the reason for this project?

Raleigh Water has a network of underground pipes that bring clean water to homes and businesses across the city. As Raleigh grows, so does the need to upgrade and expand our infrastructure.

The Pullen to Bain project will add a large water pipe that connects two pump stations at Pullen Park and E.B. Bain Water Treatment Plant. Connecting these stations creates a stronger water system that keeps water moving even if one part is down for maintenance or repair. It helps prevent service interruptions and ensures reliable water for everyone.

Why is the project route going through Dix Park?

Dix Park provides the only feasible route for this connection. It is a direct path between the two water pump stations. The route was carefully planned in coordination with Dix Park staff and informed by the Dix Park Master Plan.

Why are trees being removed?

Unfortunately, some mature trees must be removed to make space for the construction zone and safely install the pipe underground. The final plan limits tree removal to what is absolutely necessary.

What will happen to the removed trees?

We never want to see valuable materials go to waste, especially trees that have long been part of the Dix Park landscape. That’s why efforts are underway to thoughtfully reuse the wood for future park furniture and public art projects. Stay tuned for more details as plans develop.

When does construction start and end?

This is the project schedule:

ActivityDate

Tree clearing begins

August/September 2025

Bid for construction

Fall 2025

Construction begins

Winter 2026

Construction complete

Winter 2028

Why is the tree removal happening months before construction?

Tree removal is happening in August to make space for a new public art installation coming to Dix Park this fall. Completing this work in advance ensures the area is ready and safe before the installation begins.
