Pursuant to N.C.G.S. §160A-270 and City of Raleigh Resolution No. (2026) 738, the Procurement Manager for the City, in conjunction with the Director of Public Utilities Department or designee, is hereby authorized and directed to conduct a public electronic auction for the sale of Renewable Identification Numbers (RINs) generated by the City’s Bioenergy Recovery Facility.

In the event of any technical difficulties or other unforeseen circumstances preventing the auction from being held, the public electronic auction may be held on the date referenced above using the same electronic link. 

If the public electronic auction needs to be held on an alternative date and time because of technical difficulties or other unforeseen circumstances, the date of the rescheduled auction will be posted.

Bidder Instructions / Auction Guidelines:

Interested parties must review the City’s RINs Auction Guidelines prior to participating in the auction.
If you believe your organization already has the required pre-registration paperwork in place with USV or you are unsure, please email aduplechien@usenergy.com, and copy Stephen.Balmer@raleighnc.gov,. REQUIRED subject line: “Raleigh RINs Feb 2026 - USV Inquiry”.  Potential bidders should clearly mark any proprietary data "confidential" or "trade secret" in the pre-registration paperwork if such information is confidential under NCGS Section 132-1.2. 

Registration Requirements

Interested bidders must complete the following pre-registration to be eligible to participate in the auction: 

1. Register with the City: 

Email the following information to Stephen.Balmer@raleighnc.gov with the required subject line Raleigh RINs Feb 2026, including: 

• Name 

• Organization 

• Email address

The City will assign and communicate a Bidder ID. If a Bidder ID is not received within two (2) business days, please contact (919) 996-3523. 

2. Complete USV Pre-Registration: 

Interested bidders must complete required pre-registration paperwork with the City’s contracted RNG Manager, US Venture, Inc., dba U.S. Energy (USV), including: 

RNG Customer Setup Form 

• LEAP RINs Master Agreement (2 documents) 

- LEAP RINs Master Agreement Cover Sheet and Schedules 

- LEAP RINs Master Agreement v2.0 

EFT Form 

• Taxpayer Identification Number and Certification (Form W-9

• Two (2) years of financial statements (audited preferred) 

Submit required documents to aduplechien@us-energy.com and copy Stephen.Balmer@raleighnc.gov with the required subject line Raleigh RINs Feb 2026 – Pre-Registration Paperwork. Potential bidders should clearly mark any proprietary data "confidential" or "trade secret"  in the pre-registration paperwork if such information is confidential under NCGS Section 132-1.2.

The deadline to submit pre-registration documents is 9 a.m. EST Feb. 18, 2026. Eligible bidders will be notified by 2 p.m. EST Feb. 20, 2026.

Questions

All questions must be submitted in writing to Stephen.Balmer@raleighnc.gov, no later than Feb. 17, 2026 by noon EST. Responses to all timely questions will be provided in writing and posted by Feb. 19, 2026.

Auction Terms

• Bidding will occur in the Microsoft Teams chat and must be submitted as a dollar per RIN. 

• The auction is for the full allotment of RINs; partial awards will not be made

• The City reserves a minimum reserve price and is not obligated to sell if bids do not meet or exceed the reserve price and is not obligated to sell if bids do not meet or exceed the reserve. 

• The highest valid bid at the close of the auction will be conditionally awarded, subject to completion of the transaction through USV and EPA’s Moderated Transaction System (EMTS). 

Payment is due within five (5) business days of the auction or other date mutually agreed upon by the winning bidder and USV, in accordance with Resolution (2026) 738. 

Important Notice: 

This notice is published in accordance with N.C.G.S. §160A-270 and City Council Resolution No. (2026) 738. The City reserves the right to cancel, postpone, or reschedule the auction as permitted by law.
