The Neighborhood Traffic Management Program helps reduce speeding on neighborhood streets by adding traffic calming features. These improvements encourage safer driving and create a more comfortable street for everyone. Every street is different. That's why each project is designed using traffic data, engineering best practices, and feedback from the people who live there.
How to Request a Project
If speeding is a concern on your street, you can request a Neighborhood Traffic Management project.
Before applying, your street must have a posted speed limit of 25 mph or 30 mph. If it does not, you'll need to complete the Speed Limit Reduction process first.

Complete the Neighborhood Traffic Management form and use the project tracking map to see whether your street is already being reviewed.
How Street Are Selected
Each request is carefully reviewed to determine whether a traffic calming project is appropriate.
Staff considers several factors, including:
- How fast drivers are traveling
- How many vehicles are speeding
- Speed-related crashes
- Nearby schools, parks, greenways, transit stops, bike routes, and other places where people walk or bike
- Street design and surrounding land uses
These factors help us identify streets where traffic calming improvements can provide the greatest safety benefits. Some streets are also part of Raleigh Fire Department emergency response routes. These streets may qualify for a project, but certain treatments, such as speed humps or speed tables, may not be used.
Project Priority
Each year, streets are ranked based on the evaluation process. Staff typically begins work with the highest-ranked streets that funding allows.

LEARN
Your street has been selected for the Neighborhood Traffic Management Program. Now it's time to learn what comes next.
During the LEARN phase, you'll learn why your street was selected, how traffic calming projects are designed, and the types of safety improvements that may be considered.

REACT
Now it's time to share your feedback. During the REACT phase, you'll review the proposed traffic calming plan for your street and tell us what you think.
Scan the QR code on your postcard to view the proposed design and submit comments online. To help you picture the project, staff will temporarily mark the proposed traffic calming features on your street using white survey paint. This allows you to experience the proposed layout before any decisions are finalized.Your feedback is an important part of the design process. Staff carefully reviews all comments and updates the proposal whenever appropriate and feasible.
REVIEW
Take a look at what's changed.
During the REVIEW phase, you'll have another opportunity to review the project after staff has considered community feedback from the REACT phase.
Scan the QR code on your postcard to view the updated design and submit any final comments before the project is finalized.
Every comment is carefully reviewed. While not every suggestion can be included, community feedback helps shape the project alongside traffic data, engineering best practices, and proven safety principles. This is your final opportunity to provide input before the design moves forward.
Construction
After the REVIEW phase is complete, staff prepares the final design and presents it to City Council for approval.
If approved, the project moves into construction. Construction schedules vary depending on funding, weather, utility coordination, and contractor availability.
