The State of North Carolina, Wake County and the City of Raleigh have all declared States of Emergency in response to the COVID-19 virus. The County and the City of Raleigh also adopted a Proclamation of Emergency Restrictions, which is intended to slow the spread of the COVID-19 virus by, among other things: requiring individuals to remain in their homes, except for certain essential activities, closing many businesses to the public, and prohibiting any gatherings which do not comply with its terms. Because of the risks to the public that would arise from continued in person meetings, the City is converting City Council meetings to a remote electronic format for the duration of the State of Emergency.
The Raleigh City Council has scheduled public hearings for the following times and dates. The hearings will be a part of the regularly scheduled City Council meeting that date. Use web form below to sign up to speak. Web form will only be posted when agenda is finalized and sign up period has begun.
Public Hearing Process
Note: FOR REZONING PUBLIC HEARINGS, REGISTERING TO SPEAK DOES NOT GUARANTEE THE OPPORTUNITY TO DO SO. The UDO provides that at the public hearing, those in favor of the rezoning will be allowed a total of 8 minutes to explain their support and those opposed to the rezoning will be allowed a total of 8 minutes to explain their opposition. The amount of time allotted to each speaker will be determined based upon the number of persons who are signed up to speak. Therefore, registering to speak does not guarantee the opportunity to speak, due to these limitations. If you want to make sure that your position is communicated to the City Council, proponents and opponents are encouraged to choose one or two spokespersons and/or present their concerns in writing prior to or within 24 hours following the hearing.
Because the upcoming City Council meeting will be an electronic WebEx event meeting and to allow staff time to assist citizens in preparing for such a meeting format, persons wishing to speak during Public Comments must sign up in advance using the online form below or call the Clerk’s office at 919-996-3040, no later than 5 p.m. on the Friday prior to the meeting. The web form will appear on this page when the sign up window is open. Please send presentations to email@example.com.
Written Public Comments can be submitted to the City Clerk's Office, PO Box 590 Raleigh, NC 27602, or via email to firstname.lastname@example.org, up and until 1 hour prior to the meeting. All written Public Comments timely received will be read into the record or summarized during the Public Comment period. Copies of the written comments will be provided to the Council members at or before the meeting. Others can be obtain copies from the Clerk upon request.

Laws Relating to Evidentiary Hearings
As part of its legislative role, the Raleigh City Council and its appointed boards and commissions hold many public hearings each year. All persons are invited to attend the hearings and will be given an opportunity to speak. Sign up for speaking is not required.
Matters that require going through the evidentiary hearing process can be frustrating and confusing to Raleigh residents.
