The announcements below represent various funding opportunities available with City of Raleigh Housing and Neighborhoods Department. CLOSED: Notice of Funding Availability (NOFA) - Small Scale Rental Development

The City of Raleigh’s Housing and Neighborhoods Department announces the availability of the following:

  1. $2 million for gap financing from Affordable Housing Bond proceeds to support the creation and preservation of affordable rental units;
  2. $150,000 for an optional solar incentive that provides funding for projects that meet certain solar criteria; and,
  3. City-owned building sites via long-term land leases to support the creation of affordable rental projects.

Missing-middle housing types such as duplexes and accessory dwelling units (ADU) are encouraged and allowed by right on a majority of the lots by the underlying zoning.  At least one-third of the housing units built must serve households at extremely low-income levels (<30 percent AMI).

The application deadline for this NOFA was due April 5.

Notice of Funding Availability (NOFA) - Affordable Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of funds under the City’s Rental Development Program for qualified developers to submit proposals for the new construction, acquisition, and/or rehabilitation of affordable multifamily rental units. Funds are available from local funding sources such as the 2020 Affordable Housing Bond as well as federal HOME funds. Please see the Notice of Funding Availability document below for further detail.

Approximately $24 million in affordable rental development gap financing is available. Rental units assisted with these funds must be affordable to households with incomes at or below 80 percent of the Area Median Income (AMI). Please view the NOFA for application deadlines, schedules, and information about eligible projects.

Request for Proposals (RFP) - Unsheltered Homelessness Response Pilot Program

According to the Wake County 2023 Point in Time Count, over 900 individuals experience homelessness in Wake County on a given night, with 463 people living unsheltered and in places not fit for human habitation, including camps.

The City of Raleigh Housing and Neighborhoods Department is launching an Unsheltered Homelessness Response Pilot Program to address this issue. The Pilot will combine direct housing assistance, outreach support, voluntary case management and peer support, and connections to follow-along services and community-wide collaboration.

The goals of the pilot are to end homelessness for approximately 45 households living unsheltered and to show proof of concept for the direct housing assistance model in ending homelessness and successfully closing camps within the City of Raleigh. The direct housing assistance component of the Pilot will include approximately $2 million for direct (housing) costs to cover a two-year period. Approximately $1.1 million will be available to cover staffing and other program-related implementation costs (financial administration, research/evaluation, etc.).

To implement this program, the City is solicitating proposals from one or more firm(s) with which to contract for the following services:

  • Project manager – The entity responsible for partnering with the City of Raleigh to oversee and implement the pilot;
    • Pilot support staff team – Additional funding is being made available to cover staff costs associated with the positions necessary to carry out the pilot. These positions include up to three case managers, one street outreach worker, and one peer support specialist;
  • Financial partner – The entity responsible for implementing direct-to-tenant rental assistance. The financial partner will be responsible for ensuring approved households receive their designated financial assistance in a timely manner; and,
  • Evaluation partner – The entity responsible for evaluating the program.
