Notice of Funding Availability (NOFA) - Affordable Small-Scale Rental Development Program

The City of Raleigh's Housing and Neighborhoods Department announces the availability of the following: 

  1. Approximately $3,600,000 for gap financing from Affordable Housing Bond (Bond) proceeds to support the creation and preservation of affordable rental units; and 
  2. City-owned building sites via long-term land leases (preferred option) or fee-simple sale (alternative option) to support the creation of affordable rental projects.

Request for Proposals (RFP) - Housing and Homeless Services

The City of Raleigh and Wake County have issued a Request for Proposals (RFP) simultaneously for Housing & Homeless Services, making available City of Raleigh Emergency Solutions Grant (ESG) funds and Wake County Homeless Agency Funds.

The purpose of this funding opportunity is to:

  • Prevent at-risk households from being evicted and experiencing homelessness;
  • Rapidly re-house individuals and families who are currently homeless;
  • Provide assistance to emergency shelters for general operations and case management services;
  • Provide street outreach, emergency care, and services to unsheltered persons; and
  • Administer the Homeless Management Information System Administration (Eligibility Restricted to COC-Lead Agency Only).

Funding intends to support agencies that adhere to housing-focused evidence-based and best practices, adopt Wake County’s Bridge to Home (B2H) model and the community-developed Bringing Neighbors Home Strategy to address unsheltered homelessness, and participate in the Wake County Continuum of Care’s Coordinated Entry and Homeless Management Information System (HMIS). The goal of this funding is to create and strengthen a system that locally will make homelessness rare, brief, and nonrecurring.

The period the funding will cover is July 1, 2025—June 30, 2026, with possible annual renewals for Fiscal Year 2026-2027 and Fiscal Year 2027-2028. 

Only applications from nonprofits with 501(c)(3) designation from the federal Internal Revenue Service (IRS) will be reviewed. The deadline for proposals is May 20, 2025 by 3PM EDT.

Notice of Funding Availability (NOFA) - 2025 Affordable Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of funds under the City’s Rental Development Program for qualified developers to submit proposals for the new construction, acquisition, and/or rehabilitation of affordable multifamily rental units. Funds are available from local funding sources such as the 2020 Affordable Housing Bond as well as federal HOME funds. Please see the Notice of Funding Availability document below for further detail.

Approximately $15 million in affordable rental development gap financing is available. Rental units assisted with these funds must be affordable to households with incomes at or below 80 percent of the Area Median Income (AMI). Please view the NOFA for application deadlines, schedules, and information about eligible projects.

RFP (Request for Proposals) - 15 Summit Avenue

The City of Raleigh is soliciting proposals for the development of sustainably built rental housing, including affordable units, on a 0.67-acre City-owned lot. This property will be made available through a long-term ground lease, or fee-simple sale.  


To be considered, proposals must set aside at least 20 percent of the total units within the development as affordable rental units to low-income households earning no more than 60 percent of the Area Median Income (AMI).

CLOSED: Notice of Funding Availability (NOFA) - Affordable Rental Housing Rehabilitation

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of approximately $500,000 to finance repairs and rehabilitation to support the preservation of affordable rental units. This funding is intended for smaller-scale rental properties (e.g. properties with one to four units, small multifamily residential properties).

CLOSED: Notice of Funding Availability (NOFA) - Affordable Small-Scale Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of the following:

1. $2,000,000 for gap financing from Affordable Housing Bond (Bond) proceeds to support the creation and preservation of affordable rental units; and

2. $150,000 for an optional solar incentive that provides funding for projects that meet certain solar criteria; and

3. City-owned building sites via long-term land leases to support the creation of affordable rental projects.

Call for Proposals - Tenant-Based Rental Assistance (TBRA) Pilot Administrator

The Housing & Neighborhoods Department is piloting a Care Navigation + Housing Assistance model through the Raleigh CARES program to provide housing stability for vulnerable residents. We are seeking proposals from qualified organizations to serve as the Financial Administrator for a tenant-based rental assistance (TBRA) pilot. This role will be critical in ensuring smooth and timely rent payments and strong fiscal oversight.

About the Opportunity

The TBRA pilot will be small-scale, providing monthly rent assistance to approximately three (3) eligible tenants over a 12-month period. The selected Financial Administrator will:

  • Disburse monthly rent payments directly to landlords on behalf of participating tenants,
  • Track and manage payment schedules, rent limits, and program expenditures,
  • Ensure compliance with all applicable fiscal requirements and documentation standards, and
  • Provide regular reporting on fund usage and unit status.

Please submit a proposal by 4 p.m. Tuesday, May 20 including:

  • Organizational background and relevant experience
  • Description of systems for payment tracking and compliance
  • Proposed fee (may be a percent of total TBRA funds disbursed over the 12-month period or a flat fee)
  • Two references from similar work (preferred)
