The Cultural Outreach and Enrichment Program (COE) welcomes newcomers and celebrates cultures across Raleigh. We work with City and community partners to create programs and events that encourage play, foster shared experiences, and strengthen our community.
COE includes Peach Road Cultural Center, a community gathering place in south Raleigh.

Patterns of Belonging Exhibit
Patterns of Belonging: English Learners' Reflections on America 250
June 5, 2026 - July 5, 2027
City of Raleigh Museum
Presented in partnership with Cultural Outreach and Enrichment Program, Friends of the City of Raleigh Museum, and Raleigh Arts, the exhibit features the voices and creativity of local English language students and their reflections on America 250.
Visit the exhibit and explore shared expressions of identity and pride in a collaborative community mural, experience the voices of English learners by flipping through their reflection journals, and add your own voice to the conversation by contributing a wish for the future of the United States at the Wish Wall.
Business Bloom
Business Bloom is back for its third year! This six-week business program is designed for everyone, especially newcomers, who are ready to start or grow their business in the City of Oaks.
The program will take place from Sept. 30 to Nov. 6, with a final celebration during the week of Nov 16 - 22.

Cultural Programs
COE offers a variety of educational and cultural opportunities to residents of Raleigh and the surrounding communities. Programs include our annual Lunar New Year event, Children’s Day, and World Refugee Day. We offer ongoing programs and special events throughout the year.
