Request for Qualifications (RFQ) - Hillsborough-Western Redevelopment

The City of Raleigh's Housing and Community Development Department is currently soliciting development partners through a Request for Qualifications (RFQ) for the Redevelopment of the Hillsborough-Western site at 5507 and 5511 Hillsborough Street, and 0 and 5508 Western Boulevard on the future Western Bus Rapid Transit (BRT) route.   
 

The City will utilize a two-step solicitation process for this opportunity: 

  • Step 1: The City will issue an RFQ solicitation and will vet and create a short list of prequalified developers; followed by, 
  • Step 2: The prequalified developers selected in the previous step will be invited to respond to a Request for Proposal (RFP) for the Hillsborough-Western Site. 


This project will consist of developing all-affordable or mixed-income rental housing.  
 

An optional Pre-Proposal Conference was held on June 25, 2026. Slides from this presentation are available in Addendum No. 1 linked below.

Notice of Funding Availability (NOFA) - Rental Development Program

The City of Raleigh’s Housing and Community Development Department announces the availability of funds under the City’s Rental Development Program for qualified developers to submit proposals for the new construction, acquisition, and/or rehabilitation of affordable multifamily rental units. Funds are available from local funding sources. such as the local affordable housing funds and federal HOME funds. Please see the Notice of Funding Availability document below for further detail.

Approximately $4 million in affordable rental development gap financing is available. Rental units assisted with these funds must be affordable to households with incomes at or below 80 percent of the Area Median Income (AMI). On June 22, 2026 the City of Raleigh issued Addendum No.1 to the above referenced NOFA.

CLOSED: Notice of Funding Availability (NOFA) - Affordable Small-Scale Rental Development Program

The City of Raleigh's Housing and Neighborhoods Department announces the availability of the following: 

  1. Approximately $3,600,000 for gap financing from Affordable Housing Bond (Bond) proceeds to support the creation and preservation of affordable rental units; and
  2. City-owned building sites via long-term land leases (preferred option) or fee-simple sale (alternative option) to support the creation of affordable rental projects.
