The announcements below represent various funding opportunities available with City of Raleigh Housing and Neighborhoods Department. All RFQs, RFPs, and NOFAs are sent out via email notice as well. Request for Proposals (RFP) - Downtown Rental Housing Development

The City is seeking proposals for the development of rental housing on two City-owned lots to be made available through a long-term land lease. To be considered, proposals must set aside at least 20% of the total units within the development as affordable rental units to households earning no more than 60% of the Area Median Income (AMI).

Please note that all information related to this solicitation, including any  addenda, will be posted to the North Carolina Interactive Purchasing System (IPS): https://www.ips.state.nc.us/IPS/. Proposers are responsible for checking IPS for any relevant addenda that may need to be incorporated into their proposal.

Applications are due at 4 p.m. on Friday, August 25.

Request for Proposals (RFP) - 15 Summit Ave Housing Development

The City of Raleigh is seeking proposals from qualified developers for attractive, sustainable energy-efficient rental housing on a City-owned lot located at 15 Summit Ave. This property will be made available through a long-term land lease. To be considered, proposals must set aside at least 20% of the total units within the development as affordable rental units to low-income households earning no more than 60% of the Area Median Income. 

Please note that all information related to this solicitation, including any  addenda, will be posted to the North Carolina Interactive Purchasing System (IPS): https://www.ips.state.nc.us/IPS/. Proposers are responsible for checking IPS for any relevant addenda that may need to be incorporated into their proposal.

Request for Proposals (RFP) – 4314 Poole Road Housing Development

The City is seeking proposals from experienced, qualified developers for the purchase or long-term lease of a vacant City-owned lot for the construction of for-sale or rental housing. The site, located at 4314 Poole Road, is approximately 2.54 acres. To be considered, proposals must include at least 20% of the total units within the development as affordable to households earning no greater than 60% of the Area Median Income (AMI). 

Please note that all information related to this solicitation, including any  addenda, will be posted to the North Carolina Interactive Purchasing System (IPS): https://www.ips.state.nc.us/IPS/. Proposers are responsible for checking IPS for any relevant addenda that may need to be incorporated into their proposal.

Notice of Funding Availability (NOFA) - Affordable Rental Development Program

The City of Raleigh’s Housing & Neighborhoods Department announces the availability of funds under the City’s Rental Development Program for qualified developers to submit proposals for the new construction, acquisition, and/or rehabilitation of affordable multifamily rental units. Funds are available from local funding sources such as the 2020 Affordable Housing Bond as well as federal HOME funds. Please see the Notice of Funding Availability document below for further detail.

Please note: The deadline for nine-percent tax credit projects was Jan. 27. The deadline for four-percent tax credit and non-tax credit projects through Sept. 29.

Notice of Funding Availability (NOFA) - Small Scale Rental Development

The City of Raleigh’s Housing and Neighborhoods Department announces the availability of $2 million in 2020 Affordable Housing Bond funds for the new construction of affordable rental housing on city-owned building sites, made available through long-term ground leases.

Missing-middle housing types such as duplexes and accessory dwelling units (ADUs) are encouraged and allowed by right on a majority of the lots by the underlying zoning.  At least one-third of the housing units built must serve households at extremely low-income levels (<30 percent AMI).

The proposal deadline for this effort ended on Jan. 27

Request for Proposals (RFP) - Community Enhancement Grant

The City of Raleigh Community Enhancement Grant program awards funds annually through a competitive Request for Proposals (RFP) process. Nonprofits can apply for funds to provide innovative public services to low- and moderate-income Raleigh residents and neighborhoods. No grantee can be awarded funds more than two consecutive years. As federal funds are used, agencies must demonstrate the capacity to meet federal documentation requirements if awarded a grant.

The City of Raleigh Community Enhancement Grant Request for Proposals (RFP) application window closed on January 10. Please check back for updates, or sign up for the Community Development email subscription to be notified directly.

Request for Proposals (RFP) - Housing and Homeless Services

The City of Raleigh issues this Request for Proposals (RFP) which makes available City of Raleigh Emergency Solutions Grant (ESG) funds. All funding awarded through this RFP will be expected to comply with federal ESG regulations and requirements.

The purpose of this funding opportunity is to:

  • Rapidly re-house individuals and families who are currently homeless;
  • Provide assistance to emergency shelters for general operations and case-management services;
  • Provide street outreach, emergency care, and services to unsheltered persons;
  • Prevent at-risk households from being evicted and experiencing homelessness; and,
  • Homeless Management Information System Administration (eligibility restricted to COC-HMIS lead agency only)
