Purpose

Since 2016, the City of Raleigh has conducted a Community Survey every two years. The City of Raleigh completed its most recent Community Survey in 2022. The purpose of the Community Survey is to help the City of Raleigh gather input from the community on a wide range of issues impacting the overall quality of life of residents. The survey looks at multiple areas including the quality of life in the City, satisfaction with core city services, as well as perceptions of safety and value. Community Survey results provide statistically-valid insights that City leaders use to strategically plan for the future.  

Process

To administer the 2022 Community Survey, the City contracted with ETC Institute, one of the nation’s leading firms in the field of local government research. ETC Institute mailed the survey to a random sample of households within Raleigh city limits. Residents had the option to participate by mail or online. The goal was to obtain completed surveys from at least 1,000 households. A total of 1,045 surveys were completed. The overall results for the sample of 1,045 households have a precision of at least +/-3.0% at the 95% level of confidence.   

Current Survey Overview

The 2022 survey is the fourth community satisfaction survey completed since 2016. Raleigh continues to outperform its peers across the country with a 90 percent satisfaction rating for overall quality of life.  

This finding of the 2022 City of Raleigh Community Survey echoes national surveys, which consistently put Raleigh in the top of multiple rankings for places to live, work and play. In addition to high marks for quality of life, respondents were satisfied with:  

  • Raleigh as a place to live (89 percent) 
  • Raleigh as a place to work (88 percent) 
  • The overall quality of life in their neighborhoods (87 percent) 
  • The overall quality of city services (70 percent) 

Also, more than 75 percent of respondents would recommend Raleigh as a place to live to someone they know.  

The survey used communities with a population of 250,000 or more to benchmark Raleigh performance. Raleigh rated higher than benchmark communities in 31 of the 37 items available for benchmarking. Results also identified three top areas for improvement, which mirror those in the peer cities: 

  • Affordable Housing 
  • Managing Growth 
  • Transportation

 What’s Next?   

City Council and City staff will use survey insights to determine how to best address issues residents identified as priorities. The City will conduct another survey in 2024.
