City staff provided the Raleigh City Council with updates to several major construction projects at its July 1 meeting.
These significant projects represent the implementation of the City’s capital budget, voter-approved bonds, and other public funding sources. This update will take place quarterly.
New City Hall
- Construction has reached the eighth floor. The public areas of the building are taking shape.
- Substantial completion is set for December of 2026
- Final completion March of 2027

Convention Center and Red Hat Amphitheater
- Red Hat Amphitheater is finishing design.
- Utility work continues under South Street, and construction fencing is going up this week.
- Anticipated opening in the 2027 season.
- Convention Center construction will follow the amphitheater opening.
- Schematic design on budget, moving to design/development phase.
- Project update email launching soon.

Fire Station 1 and Fire Administration
- Station 1 is moving from Dawson Street to the intersection of Salisbury Street and Martin Luther King Boulevard.
- Fire Administration will be located in this building, as will back-up 9-1-1 facilities.
- Construction Manager-at-Risk has been named.

Chavis-Dix Strollway
- The project vision is to connect Chavis and Dix parks, with elements that integrate the history, landmarks and urban fabric of the corridor.
- The first phase – honoring the Fourth Ward – has a concept design.
- Consultant team is chosen for this path, and negotiations are underway.

Heritage Park Redevelopment
- While this is not a City of Raleigh project, the Raleigh Housing Authority is a strong partner in our affordable housing efforts.
- First phase to include 51 senior units and 120 family units
- Tenant relocation to be complete in July and the demolition process to start this Fall
- Tax credits and financing, including from the City and County, are helping to move this project forward.
- Aspirational goal for entire five phases to house more than 1,000 residents.
Southern Gateway Interchange
- The change to the Dawson Street/McDowell Street/Western Boulevard interchange is a concept that squares off the existing cloverleaf and makes it a two-way.
- Ultimately, the change improves safety and pedestrian access and works better for the future Bus Rapid Transit station.
- This is still a concept.
Transportation Safety
- Phase 2 of downtown safety improvements are in progress in partnership with the North Carolina Department of Transportation.
- Pedestrian safety improvements continue.
- Final reports are expected this fall for the Downtown Mobility Study and the Active Mobility Plan.
- High Injury Network and High Injury Intersections have been mapped to support Vision Zero.
- Sidewalk improvements approved from resident budget recommendations for FY25 are in progress.
