What is the Community Survey?

Since 2016, the City of Raleigh has conducted a Community Survey every two years to gather input from residents on a wide range of issues impacting the overall quality of life of City residents. The survey helps City leaders make informed decisions and plan for the future based on statistically valid insights.

The 2024 Community Survey is complete! The Office of Strategy and Innovation presented findings to City Council on May 6, 2025. 

2024 Community Survey Highlights

The most recent survey, completed in 2024, revealed high satisfaction levels among residents.

Here are some highlights:

  • Overall quality of life: 84 percent satisfaction
  • Raleigh as a place to work: 80 percent satisfaction
  • Quality of life in neighborhoods: 81 percent satisfaction

Additionally, more than 75 percent of respondents would recommend Raleigh as a place to live. Raleigh outperformed peer cities in 25 of 28 benchmarked items.

The top three issues Raleigh will face during the next five years:

  • Affordable housing;
  • Pace of growth; and,
  • Transportation.

How is the Community Survey Collected?

To ensure the Community Survey accurately reflects residents' views, the City of Raleigh partners with ETC Institute, a renowned firm specializing in local government research. The survey process includes the following steps:

  1. Random Sampling: ETC Institute mails the survey to a random sample of households within Raleigh city limits.
  2. Multiple Response Options: Residents can choose to complete the survey either by mail or online, making it convenient for everyone.
  3. Targeted Completion: The goal is to gather responses from at least 1,000 households. In 2024, a total of 1,108 surveys were completed, exceeding this goal.
  4. High Precision: The results from these 1,108 households have a precision of at least +/-3.0% at the 95% confidence level, ensuring reliable and accurate data.

This rigorous process helps Raleigh gather valuable insights into key areas such as satisfaction with core city services and perceptions of safety and value. These insights are crucial for City leaders to make informed decisions and strategic plans for the future.
