A: No.
Q: Why should I get my business NCDOA/HUB or NCDOT/DBE certified?
A: For construction and repair projects of $300,000 or more, Prime bidders are required to perform Good Faith Efforts to solicit certified underutilized firms to achieve the City’s 15% participation goal.
Q: Does my business have to be registered as a City of Raleigh Supplier or Vendor?
A: Firms that contract directly with the City of Raleigh are required to register as a City supplier or vendor. Please contact the staff with any questions at beop@raleighnc.gov.

A: Yes, The Secretary of State does not certify underutilized firms. The organizations that certify underutilized firms are NCDOA/HUB and NCDOA/DBE. Please see our BEOP Upcoming Projects and Eligibility.
