Public Art at John Chavis Memorial Park Aquatic Center and Heritage Park

In 2023, artist J. Stacy Utley was selected to create public art as part of the Phase 2 improvements at John Chavis Memorial Park. Inspired by the rich heritage of the South Park neighborhood and the park’s long  history, Utley is proposing two works—art on interior windows for the aquatic center and decorative paneling along custom benches in Chavis Heritage Plaza.

“The Gathering Place” will be located near the historic carousel house in what was the original heart of the park. Drawing ornamental flower motifs from the original carousel details, the artwork combines iconic elements from around the park with historical images. Utley uses silhouettes noting that they “have long been a powerful form in African American art, symbolizing identity, memory, and cultural heritage.” He sees silhouettes as emphasizing both presence and absence, challenging viewers to confront overlooked narratives. Silhouettes are also present in “When We Could Fly,” his proposed art for the aquatic center lobby. 

About the Artist

Image of the artist, Stacy Utley

J. Stacy Utley is a critically acclaimed visual artist and arts educator whose work addresses complex narratives found within the African American diaspora. He is a graduate of NC State University’s College of Design where he received a bachelor’s degree in architecture. He went on to receive a Master of Fine Art from Lesley University College of Art and Design in Cambridge, Ma. His work has been shown nationally and internationally.

Utley experiments with various mediums that address conversant topics of the African American community that shape, identities, spaces, and places. As a public artist, he’s been awarded projects across North Carolina, including from the City of Raleigh, the Arts and Science Council, and the Durham County Public Arts Commission.

About the Project

Funded by the 2022 Parks Bond, phase 2 of the John Chavis Memorial Park project will create a new aquatic center with indoor and outdoor facilities for recreation, competition, and wellness opportunities, as well as reconfigured parking. This phase will also include upgrades to the Heritage Plaza, including additional historic interpretive displays.

Named for John Chavis, a free African American preacher, educator, and Revolutionary War veteran, the 28-acre park is located in southeast Raleigh near Shaw University. Built in 1937 as a segregated recreational facility, the park was listed in the National Register of Historic Places in 2016.
