Proclamation: Termination of Face Covering Order

WHEREAS, on August 13, 2021, in response to the spread of the Delta variant of COVID-19 within the City, an Emergency Proclamation was issued to require the wearing of face coverings within the jurisdiction of the City of Raleigh within certain public or private indoor spaces; and

WHEREAS, guidance from health authorities with the North Carolina Department of Health and Human Services and Wake County indicates that the current rate of spread of COVID-19, particularly the Omicron variant, has diminished to a level that suggests the face covering order may be terminated in the near future without significant risk to public health; and

WHEREAS, after consultation with Wake County and City of Raleigh staff, I have determined that the public health necessity for the face covering order is diminishing and, based on current trends, the face covering order may be te1minated on Friday, February 25.

NOW, THEREFORE, pursuant to the authority vested in me as the Mayor of the City of Raleigh, under Chapter 166A of the North Carolina General Statutes, Section 1-1051 of the City of Raleigh Code of Ordinances, and as authorized by the Raleigh City Council, I, Mary-Ann Baldwin, Mayor of the City of Raleigh, North Carolina, hereby proclaim and declare the following.

Section 1. Termination of Face Covering Order.
Upon the effective date of this order, the face covering requirements established in the August 13, 2021 Emergency Proclamation shall be terminated in full.

Section 2. Continuation of State of Emergency.
Notwithstanding the above, the State of Emergency declared for the City of Raleigh on March 13, 2020, remains in full force and effect.

Section 3. Effective Date and Time.
This declaration shall take effect at 5 :00 p.m., Friday, February 25, 2022.
