Raleigh Water runs a Septage Receiving Station at the Neuse River Resource Recovery Facility. 

The City of Raleigh only accepts domestic septage from Wake County and surrounding counties at this site.

Permit Requirements

All Septage Management Firms (haulers) must hold:

  • A valid permit from NCDEQ, and
  • A City of Raleigh Permit to Discharge Septage Wastewater under the Sewer Use Ordinance.

How Raleigh is Different

Raleigh’s program differs from other municipalities in several ways:

  • Permit Format: Instead of a one-page notarized Authorization Letter, Raleigh issues a four-page permit containing facility-specific rules and regulations.
  • Billing: Charges are based on the capacity of your truck’s wastewater tank.
  • RFID Electronic Billing:
    • After receiving your permit, schedule an appointment for a truck inspection.
    • An RFID sticker will be affixed to your windshield.
    • Each time your truck enters the facility, the RFID system will scan it, and you will be billed based on the number of monthly scans.
  • Waste Restrictions:
    • Only domestic waste from septic tanks or portable toilets are accepted.
    • Industrial or concentrated hauled wastewater is not accepted.
    • You must complete a certification form confirming compliance.
    • A personalized Renewable Biomass Certification form will be provided once your permit application is submitted.

North Carolina Department of Environmental Quality (NCDEQ) Requirements for New Firms

Before NCDEQ can issue a permit, new haulers must obtain disposal authorization from the Neuse River Resource Recovery Facility (NRRRF). The process generally follows these steps:

  1. Submit the NCDEQ application and fee.
  2. NCDEQ assigns an NCS number as confirmation that your application is being processed.
  3. Apply for and receive a disposal authorization from NRRRF (authorization only – no discharge yet).
  4. Complete all NCDEQ requirements (training, truck inspection, fees, application) and receive your official DEQ permit.
  5. Send your DEQ permit to NRRRF to gain full access.

Rates & Hours of Operation

  • Rates (effective July 1, 2025):
    • $0.09 per gallon, or $90 per 1,000 gallons
    • Rates are subject to change. Please contact us to confirm current pricing.
  • Operating Hours:
    • Monday–Friday: 5:00 AM – 7:00 PM
    • Weekends: By special arrangement only
