Current Design Manuals

There are two manuals currently in effect in the City of Raleigh:

  1. Stormwater Design Manual (2002)
  2. Guidelines for Land Disturbing Activity (2013)

These manuals will remain in effect until a new version of the manual is adopted, with the following exceptions:

  • The above manuals do not contain information and guidance regarding the new Neuse Nutrient Rules, which become effective on May 1, 2023.
  • The new Neuse Rules also require use of the State’s Minimum Design Criteria (MDCs) for stormwater control measure design. Therefore, the NCDEQ Stormwater Design Manual replaces Chapter 3.2 of the City’s 2002 Stormwater Design Manual.

New Design Manual

A new Stormwater Design Manual is in development by the City. Two previous drafts have been released and the City is preparing to release a third draft.

Public Feedback for Stormwater Design Manual Version 3

The Stormwater Manual Draft Version 3 has been released for public feedback starting Tuesday, September 5 to Sunday, October 1, 2023. The Summary of Changes for Version 3 and Comments for the Version 1 and Version 2 Manual are available for reference.

Approval Process and Timeline

The Stormwater Design Manual is incorporated into the City’s Unified Development Ordinance (UDO) by reference; therefore, changes must be approved by the City Council. Before being approved by City Council, the Stormwater Design Manual will be presented to the Stormwater Management Advisory Commission (SMAC) and the Planning Commission for their recommendations.

Previous Drafts

Two public meetings on were held to discuss the manual in 2019. Two previous drafts of the manual were released in 2020 and 2021.
