Starting July 1, 2026, Raleigh residents will see big improvements to the Rainwater Rewards (R3) Program, making it easier and more affordable to manage stormwater on your property. These updates help reduce flooding, protect streams, and improve water quality for everyone.
What's Changing?
More Financial Support for Residents
The City is increasing its cost-share for stormwater projects to 90% citywide. Previously, the percentage varied by watershed, but now everyone gets the same level of support. This means more residents can take advantage of the program.
For those in underserved communities, as well as nonprofits and places of worship, the program offers 100% cost coverage—making these projects completely free for qualifying properties.
Faster Project Approvals
Stormwater staff can now approve projects up to $10,000 (previously $5,000). This change reflects rising construction costs and ensures projects move forward quickly. Larger projects will still go through additional review:
- Projects over $10,000: Reviewed by the Stormwater Management Advisory Commission (SMAC)
- Projects over $30,000: Reviewed by SMAC and approved by City Council
These steps ensure accountability while keeping smaller projects moving efficiently.
