Changes to the Noise Ordinance

After a year-long downtown study and community input, City Council approved updates to the Noise Ordinance to better balance nightlife activity with neighborhood livability. The amendments take effect January 1, 2026. Changes only apply to amplified sound from commercial establishments such as bars, restaurants, and clubs

Amplified Sound at Commercial Establishments

The City regulates amplified sound from bars, restaurants, and clubs to support nightlife and entertainment activity while maintaining standards that balance business needs and residents' quality of life. Sound limits vary by location, time of day, and day of week. Some establishments may qualify for higher limits through a DECIBEL Permit or by operating within the Glenwood South Hospitality District.

Glenwood South Boundaries

Glenwood South is designated as a hospitality district, which allows for higher amplified sound limits than other areas of the city. The map above shows the boundaries of the Glenwood South Hospitality District.

How to Apply

The DECIBEL Permit allows commercial establishments outside of the Glenwood South Hospitality District to operate amplified sound above standard limits while protecting quality of life for nearby residents. To apply, businesses must submit a Sound Mitigation Plan and a Site Plan that describe sound equipment, programming, and measures to limit impacts beyond their property line. City staff will review each application and, if approved, issue a permit with site specific sound conditions.

4. Review & Inspection The City will review submissions and reach out with any comments or feedback.  An onsite inspection will be scheduled prior to the fee being charged.  After a successful site inspection and payment, the City will issue your permit.

Report a Noise Issue

Residents can report concerns about amplified music from bars, restaurants, and clubs through Ask Raleigh, the City’s new online service portal. The platform allows users to submit noise complaints, upload photos or video, and track requests. Providing contact information helps City staff respond more effectively. For real time noise response, call the non-emergency line 919-829-1911.

For emergencies or immediate safety concerns, always call 911.
