Project Overview

Green Road Park is an existing 29-acre park located at 4201 Green Road in northeast Raleigh. Current facilities include a community center, restroom building, baseball fields, sand volleyball courts, tennis courts, and a playground. The park shares space with Wake County’s Green Road Community Library.  

The 2022 Park Bond included total funding of $4.47 million for improvements to Green Road Park, with $2,900,000 allocated for general site construction. Additional improvements, such as a new restroom, playground equipment, and sports lighting upgrades, will be separately contracted directly by the City.  A public art installation is also funded for this project.  

Site improvements include new accessible pathways connecting park features; raised parking lot crosswalks to improve pedestrian safety; entrance plaza with a shade structure; expanded playground area; new restroom building; pickleball courts; electric vehicle charging station installation; stormwater improvements; and landscaping.

On Dec. 2, 2025, the City Council approved the Construction Contract Award with Clancy & Theys Construction Co. for Green Road Site Improvements. This Council agenda item also included the authorization for a budget amendment in the total amount of $500,000 to cover the additional budget necessary for the construction contract. With the execution of this construction contract, construction began in February 2026, with the park expected to reopen in early 2027.

Public Participation Process

The public process for the Green Road Park project followed the Involve pathway, as outlined in the City of Raleigh Public Participation Playbook, and concluded with the Parks, Recreation and Greenway Advisory Board approval of the Schematic Design in May 2024.
