Planning

We gathered information from residents, conducted land surveys, and investigated the current storm drain system to determine the current condition. This information was used to develop repair recommendations for the area. We conducted a site visit in February 2024 to evaluate stormwater infrastructure conflicts.

Public Engagement

Design

Creston Alley 

Due to the severity of sinkholes along a stormwater pipe within Creston Alley, the City has decided to expedite repairs for this portion of the larger Glenwood Creston project. City staff are coordinating with property owners and the design team to develop a final design. This section of pipe may be replaced or rehabilitated based on the condition of the existing pipe.

Glenwood Avenue 

The City has purchased the property located at 1909 Glenwood Avenue. Planned stormwater improvements for the west side of the Glenwood-Creston project will tie into the stormwater crossing underneath Glenwood Avenue at this location. The structures on this lot are planned for demolition and the area will be used for staging during the construction phase. Demolition of the property is expected to occur late summer 2024.

Next Steps

 

City staff will be contacting property owners in the project area about real estate interests needed for project construction.

Staking of the easement areas on the property will begin soon. Real estate staff will contact individual property owners to review the real estate acquisition process. The process is expected to take several months.

Background

This project is a study of the drainage system that extends from the intersection of Fairview Road and Saint Mary’s Street to Alexander Road, crossing Glenwood Avenue between Alexander Road and The Circle. There have been reports of sinkholes at various locations along the system.  Due to the limited space along the drainage corridor, the City is planning for a combination of pipe rehabilitation where applicable and removal and replacement where necessary.
