Development Fee Changes Starting July 1

There are several development fee-related updates taking effect on July 1, 2026. These updates include:

  • Credit card transaction fees will now be the responsibility of the customer for all Permit and Development Portal payments. These fees are determined by each customer’s credit card company.
  • Customers can pay by eCheck (ACH) or regular check with no fees. Credit cards and regular checks have no limit, but ACH payments have a $300,000 limit.
  • A new Development Fee Guide will be available online July 1, 2026. All fees assessed on or after July 1, will follow the new rates through June 30, 2027.
  • Permit and plan review fees will be assessed according to the Development Fee Guide in effect at the time the fees are invoiced.

These updates bring Raleigh’s processes in line with common industry practices and help make fees clearer for customers. Be sure to review the updated fees once posted and plan for upcoming projects. For questions, please visit our FAQ, contact us online at Ask Raleigh or call 919-996-2500.
