Credit card transaction fees will now be the responsibility of the customer and apply to all Permit and Development Portal payments. 

Why is this change happening?

These updates bring Raleigh’s processes in line with common industry practices and help make fees clearer for customers. 

How does this change my payment options?

Customers can pay by eCheck (ACH) or regular check with no fees. Credit cards and regular checks have no limit, but ACH payments have a $300,000 limit.

How can I avoid credit card fees?

You can avoid these fees by paying with: 

  • eCheck (ACH)
  • A regular check

Both options are available at no extra cost. 

How are these fees calculated?

Fees are charged based on the Development Fee Guide that is in effect when the fees are invoiced, not when the project is submitted.

A new Development Fee Guide will be posted online beginning July 1. Any applications submitted on or after July 1, 2026, will use the new fee rates through June 30, 2027. Review the new fees once posted and plan ahead for upcoming projects to ensure accurate budgeting.
