In 2021, the City acquired several parcels next to the King Charles (South) neighborhood area off New Bern Avenue known as Duplex Village. This development purchase was part of a strategic initiative to secure properties in key transit areas.
These parcels directly front the future Wake Bus Rapid Transit (BRT). The City plans to redevelop the site to include much needed affordable housing with open, green space along the New Bern Avenue street front.
The City released an RFP to select a development partner in July of 2025 and received 14 proposals. In January 2026, the City awarded the development contract to a partnership between Blue Ridge Atlantic and the Raleigh Housing Authority to build 1209 units of affordable housing on the site.
