Nonprofit Technical Assistance and Capacity Building Support Program   In partnership with the Executive Service Corps of the Triangle (ESC), a Nonprofit Technical Assistance and Capacity Building Support Program was established to support nonprofits. The funding provides technical and capacity-building training for local non-profit organizations to prepare for, apply and properly manage federal grant funding thereby strengthening their presence in the community, supporting their mission, building collaborative networks, and fostering non-profit sustainability within the City  $1,000,000  Agreement effective date -June 23, 2022   
Arts Recovery Program

In 2023, the Arts Commission created an American Rescue Plan Act (ARPA) Arts Recovery Program to support local nonprofit arts and cultural organizations by investing $1 million of federal ARPA funds to address significant arts community issues impacting these organizations’ ability to rebuild after the COVID-19 Pandemic.

In the first phase of the ARPA Art Recovery Program, the Raleigh Arts Commission will allocate ARPA funds for the Venue Reactivation Support Initiative, an initiative that will make it easier for Raleigh nonprofit arts and cultural organizations to produce events at City-owned venues.

$1,000,000 Applicant notifications will be emailed by Friday, June 23. Phase 1 will support arts programming from July 1, 2023, to June 30, 2024.  
ARPA Hotel Industry Workforce Development Project  Partnership with Wake County to engage with Capital Area Workforce to develop a new program that would assist the hotel community in recruiting staff, prepare current work for new roles and mitigate hiring and training cost. $437,500 May 17, 2022 No

Social Services Ambassador  The Social Service Ambassador is responsible for circulating throughout the Downtown District identifying and building positive relationships with persons on the street in need of services. Some of the key duties and responsibilities include:  build rapport with persons encountered on the street with the goal of understanding their situation and being able to refer them to the appropriate resources; track referrals and outcomes; attend meetings with service providers and city departments with the purpose of sharing information and learning what services are available. $119,972 October 21, 2022 No
ARPA Business Alliance Funding The City of Raleigh will fund ideas submitted by business alliances to help with the creation of new resources and tools for the businesses and communities they serve. Small Business Support to enhance support to micro businesses The City, in conjunction with the Carolina Small Business Development Fund, developed Oak City Biz Labs, a program to financially assist small businesses within the City of Raleigh adversely impacted by the COVID-19 pandemic. The goal of the program is to provide a holistic array of services to a small business that includes financial capital as well as a knowledge capital.  The financial capital component of the program consists of grant awards to small businesses.   $5,000,000 December 21, 2022 No
City Plaza Improvements  Revenue replacement to support the hospitality industry and mitigate experienced negative economic impacts, funding was approved for built environment improvements at City Plaza to include lighting and sound system upgrades and shade structures. The Program proposes to offer resources, mentorship and support to early stage business owners from idea exploration to growing and scaling their businesses. Program participants would be able to participate in pre- and post-accelerator programming and would have the opportunity to be connected to test kitchen space, fundraising platforms and funds, pop-up shop opportunities, and business support resources. $584,965 January 18, 2023  No
