Redevelopment of Moore Square East

Jump To:

Description of the Properties Project Status

The Special Projects team alongside Housing and Community Development is facilitating the redevelopment of several City-owned sites that border Moore Square. The City has issued a Request for Qualifications (RFQ) to select a qualified development partner for the Moore Square East site.

The redevelopment goals for the site are a dense, all-affordable rental project of at least 100 units that is financed with 4% Low-Income Housing Tax Credits (LIHTC). The City is also looking for deep affordability and a creative design that will improve the Moore Square area with a quality development.

Description of the Properties

Redevelopment of Moore Square East and South Sites

The “East Site” includes approximately 2.85 acres of City-owned land on the block directly east of Moore Square. The Moore Square East Redevelopment opportunity will be approximately 1.81 acres of the total.

The “South Site” includes approximately 0.94 acres of land currently occupied by a surface parking lot (A) and a gas station building (B, the “Esso Station”), which is a contributing structure in a local historic district and is to remain. The City also owns two parcels (C), one with a building, on the southern end of Blake Street, which could be optional additions to the property. The historic Norwood House (D) is adjacent to the South Site and is home to park-supporting uses which are planned to remain. While redevelopment of the South Site is a long-term goal, efforts to find a development partner are on hold while the City concentrates on the East Site.

Project Status

On Sept. 28, 2026, the City’s Housing and Community Development Department issued an RFQ seeking a qualified development partner to develop affordable housing.

The deadline for proposals is Nov. 12, 2026, at 10 a.m. Staff will review submittals and anticipate making a development partner recommendation to City Council in early January 2027.
