The City of Raleigh is currently in its fourth year of the FY2021-2025 Strategic Plan. This living document brings City Council and organizational priorities to life by shaping the direction of staff efforts. The Plan's six key focus areas, supported by underlying objectives, initiatives, and performance measures, enable the City to communicate its goals transparently, concentrate its efforts effectively, and uphold accountability throughout the Plan's implementation.
On an annual basis, staff proposes revisions to preserve the Strategic Plan’s relevance. At the March 19 Council Meeting, Raleigh’s City Council adopted revisions to the City’s Strategic Plan. Approved revisions are intended to restructure initiatives to better leverage existing resources, update initiative language to better reflect the work staff is pursuing, or mark initiatives complete.

Initiatives Marked Complete
Arts & Cultural Resources (ACR) 2.2: Cultivate projects and partnerships that foster collaboration and business support between the creative community, arts and cultural organizations, and local technology companies.
Economic Development & Innovation (EDI) 3.5: Collaborate with state and regional partners to explore, recruit, and attract corporate headquarters to Raleigh to include evaluation of City strategies, tools, and marketing.
Growth & Natural Resources (GNR) 3.3: Evaluate opportunities to enhance sustainability, energy efficiency, and renewable energy in new and existing City facilities.
Growth & Natural Resources (GNR) 4.2: Identify policy, partnership, and advocacy opportunities that would support modernization of the electricity distribution system sand increase use of renewable energy sources.
Safe, Vibrant, & Healthy Community (SVHC) 5.1: Implement and support the Police Advisory Board, a diverse and representative body of community members, which aims to build public trust through the review of departmental policies and procedures and serves as liaisons in community engagement efforts.

Safe, Vibrant, & Healthy Community (SVHC) 3.1: Identify areas characterized by disinvestment and community harms (poor air quality, disconnected transportation, and other environmental health outcomes) and recommend mitigation strategies to implement solutions in these areas.
