E-Bike Program Application Relaunch!

The Raleigh E-Bike Rebate Program will reopen for a new round of applications on May 1, 2026. A new round of vouchers will be distributed to qualifying residents after a lottery selection system. Previous applicants must reapply. Previous winners are not eligible for entry. To qualify you must be a permanent resident with the City of Raleigh municipal limits. Additionally, to qualify for the Income-Qualified Voucher ($1,500) your household income must be at or below 80% of the Area Median Income. More information about those limits can be found here

What is the E-Bike Program?

E-Bike Rebate Program is an incentive program for Raleigh residents to encourage the purchase and use of electric bicycles (e-bikes).  E-bikes have an electric motor that assists the rider in pedaling, making it possible to go farther, ride longer, and carry more on your bike. E-bikes can replace cars for most trips. This reduces greenhouse gas emissions and supports Raleigh's Community Climate Action Plan! 

The E-Bike Rebate Program will offer a point-of-sale voucher toward the purchase of an e-bike at participating local bike shops. Eligible applicants will be permanent City of Raleigh residents who are 18 years or older at time of application. All eligible applicants can apply for a $500 voucher. Those with incomes of 80 percent of Area Median Income (AMI) or less will be eligible to apply for a $1,500 voucher.

When will the E-Bike Rebate Program application re-open? 
The application will open on Friday, May 1, 2026, and close on Friday, May 15, 2026.  

 

Do I need to reapply if I applied for Round 1? 

Yes, all previous applicants will need to resubmit an application between May 1 and May 15.

The application link will be available on this webpage on May 1. Check back here on May 1 to apply.  

 

Am I eligible for the E-Bike Rebate Program?   
If you live in Raleigh and are 18 years old or older when the application opens, you will be eligible to receive a voucher. Voucher amounts will vary depending on income. 

 
Are City of Raleigh employees eligible? 
Unfortunately, at this time City of Raleigh employees are not eligible to participate in the program. 

 

What is a voucher?  

A voucher acts similarly to a gift card, applying a discount from the total price of a new e-bike. The recipient is responsible for paying any remaining funds as well as sales tax. 

 

Does the voucher cover sales tax? 

No, the voucher does not cover sales tax under North Carolina state law. Recipients are responsible for paying for sales tax on purchased e-bikes. 

 

How much are the vouchers worth? 

There are two types of vouchers; Standard and Income-Qualified.  

  • The Standard Voucher is worth $500 off the total price of a new e-bike and is available to those at least 18 years old and who live within City of Raleigh limits.  
  • The Income-Qualified Voucher is worth $1,500 off the total price of a new e-bike and is available to those at least 18 years old, who live within City of Raleigh limits, and earn an annual income 80% or below the Area Median Income (AMI) according to your household size.  You can see if you qualify for this voucher type using this link. 

 

Can I use the vouchers to buy an e-bike online or from a reseller (Facebook Marketplace, Next Door, Craigslist, etc.)? 

No. All purchases using the voucher must be made in-person at 1 of 8 participating bike shop locations.  See above for a list of participating shop locations.  

 

Is it first come, first serve? 
No. The E-Bike Rebate Program application will be open for a set period and voucher recipients will be selected at random from the pool of applicants once the applications close. This process will give everyone enough time to gather and submit documentation and apply for a voucher. 

 

Can I participate as an e-bike retailer?  
Yes, if your shop is located within City of Raleigh limits. Please contact us to discuss the program in more detail.  

 

When will vouchers be distributed? 
Throughout the months of May and June. 
 
How long do I have to redeem my voucher?  
Voucher recipients will have 60 calendar days from notice of award to redeem their voucher. Failure to redeem voucher within 60 days will result in forfeiture of the voucher, and a new recipients will be randomly selected.   

 

How do I know if I live in the City of Raleigh?  
The E-Bike Rebate Program uses the Raleigh Municipal limits to determine program eligibility. You can view the map and search for your address here to see if you fall within City of Raleigh limits. 

 

How long until I know if I have been selected? 
Applicants will be notified throughout the months of May and June and will receive an email with your voucher code to present to the participating bike shop of your choice at the time of purchase. 

 

Does my voucher code expire? 
If you are selected, voucher codes expire 60 days from the date you receive the notification email, and the voucher code is issued. 

 

How do I track the status of my application? 
You can track the status of your application anytime by visiting the Retrieve My Voucher Code page. 

 

What are the different statuses for my application? 

Pending - Your application is being reviewed and you will receive notification if you have been selected. 
Declined - Your application has been declined and you were not selected to receive a voucher at this time.  
Approved - Your application has been approved and you have been selected for the program. A voucher code has been sent to you to use when purchasing your b-bike from a participating shop. 
Waitlisted - Your application has been waitlisted and will be reviewed in the case of unused vouchers.
