Let your voice be heard in planning Raleigh’s future! Your feedback will influence how your federal and local funds are spent to address housing and community development needs in Raleigh. Help shape the Five-Year Consolidated Plan by sharing feedback at one of our upcoming meetings.

Consolidated Plan Survey

As part of the 5-Year Consolidated Plan process, the Community Development Division sent out a survey to the public focusing on goals and priorities for the next five years. The survey was open Sept. 9  - Nov. 18, 2019 and was advertised on our website and social media. It was also distributed via email and flyers. Physical surveys were also passed out at fall 2019 Consolidated Plan meetings. A total of 581 responses were received through this process.

Upcoming Meetings

Come hear how the City’s Housing and Neighborhoods Department plans to spend federal and local funds in our community over the next 5 years. Information on the Draft 5-Year Consolidated Plan and Draft 1-Year Annual Action Plan will be presented. Each Draft was shaped by feedback received through a series of community meetings and survey responses.


The 5-Year Draft Plan Includes:

  • Goals and Objectives
  • Building affordable apartments for low-income residents
  • Locating affordable housing near transit 
  • Workforce Training Program
  • Geographic priority areas within the City
  • Update to the Neighborhood Revitalization Strategy Area Plan
  • Updates to the Citizen Participation Plan 
  • Grants to help the homeless & vulnerable populations

Information Session

When:Thursday, March 5 from 6 -7 p.m.
Where: Chavis Community Center, 505 Martin Luther King Jr Blvd

Meetings will be accessible to persons with disabilities. If you need assistance, such as a sign language interpreter, please let us know in advance to make arrangements. Draft Review

Between March 1 - April 1, 2020, the 5-Year Consolidated Plan draft will be posted on the 5-Year Plan on this page or at our office at 421 Fayetteville St, Suite 1200, Raleigh NC, 27601 for review.  Comments can be written and sent to our office or emailed

Public Hearing

The Public Hearing at Raleigh Municipal Building on April 7 (pending) after 7 pm- Voice your comments about the draft plan to City Council.

5-Year Consolidated Plan Community needs meetings were held throughout Raleigh in the fall. During the meetings, we provided information about our current programs, and listened to your feedback on programs and priorities for the next five years!

There was also a public hearing on December 3, 2019 after 7 pm at the City Council meeting.  

Note: The next meeting is going to be an information session on the 5-Year Consolidated Plan Draft at the Chavis Community Center, 6 p.m. March 5.
