Raleigh's affordable housing and community development programs plan for next five years

The City's 2026-2030 Consolidated Plan and FY2025-2026 Annual Action Plan were adopted by City Council on June 17, 2025. The Consolidated Plan and Annual Action Plan will guide how the City uses federal and local funds to address homelessness, serve low- and moderate-income communities, and create affordable housing over the next five years. You can use this page to find information about the Consolidated Plan and the community engagement process that went into the creation of the final plan.

The 2026-2030 Consolidated Plan and FY2025-2026 Action Plan Draft was made available for review and public comment from Friday, March 14 through Monday, April 13.
 

Three Priority Goals were established in the 2026-2030 Consolidated Plan and process: 

 

  • Increase Affordable Housing Options - Programs include but are not limited to: affordable rental development and preservation, homeownership down payment assistance, homebuyer counseling, homeowner rehabs and repairs, and new homeowner units. 

 

  • Prevent and Reduce Homelessness – Services such as Homelessness prevention, emergency shelter, street outreach, and rapid re-housing to help those experiencing or at-risk of homelessness.  
     

  • Increase Housing Stabilization & Supportive Services - Community Enhancement Grant funds public services that support neighborhood improvement or innovative services for low- and moderate-income persons and neighborhoods. This includes job training and workforce development programs. The Human Services Grant program funds direct services to vulnerable residents - Older Adults, Youth, Individuals Facing Housing Insecurity, Persons with Disabilities, Persons with Substance Use Disorders.

Community Meetings

Five-Year Consolidated Plan community meetings were held throughout Raleigh in the fall of 2024 and the Spring of 2025. See below for a list of meetings and locations. 

Spring public meetings:

  • Tarboro Road Community Center, March 25, 6 p.m. to 7:30 p.m.
  • Carolina Pines Community Center, March 27, 6 p.m. to 7:30 p.m.
  • Virtual Meeting, Thursday, April 3, 6 p.m. to 7:30 p.m.

Fall public meetings:

  • Method Community Center, Oct. 3, 2024 at 6 p.m. to 8 p.m.
  • Virtual Meeting, Oct. 9, 2024 at 6 p.m. to 8 p.m.
  • Chavis Community Center, Oct. 10, 2024 at 6 p.m. to 8 p.m.
  • Sertoma Arts Center, Oct. 15, 2024 at 6 p.m. to 8 p.m.

Public Hearings


City residents were encouraged to participate in the creation of the FY2026-2030 Consolidated Plan and FY2025-2026 Annual Action Plan, and community engagement efforts followed the City’s updated Citizen Participation Plan was adopted through this process. The citizen participation outreach included two public hearings, public meetings, stakeholder consultations, and a survey to provide opportunities for residents to share input on housing and community development needs.  

 

The first public hearing was held on December 3, 2024, to obtain public comments for staff to consider while drafting the plans. The second public hearing was held on April 15, 2025, to receive public comments on the draft plans.

Consolidated Plan Survey

As part of the Five-Year Consolidated Plan process, the Community Development Division sent out a survey to the public focusing on goals and priorities for the next five years. The survey report, including feedback themes and comments, was included in the plan and is available to view here.

Previous Consolidated Plans

The 2021-2025 Consolidated Plan for the City's affordable housing and community engagement programs will be replaced by the 2026-2030 plan above.
