The City is currently drafting the 2026-2030 Consolidated Plan and FY2025-2026 Annual Action Plan. The Consolidated Plan and Annual Action Plan will guide how the City uses federal and local funds to address homelessness, serve low- and moderate-income communities, and create affordable housing over the next five years. You can use this page to find information about the Consolidated Plan and community engagement events for residents and community organizations to provide input on community needs and City programs.

The 2026-2030 Consolidated Plan and FY2025-2026 Action Plan Draft is ready to review here [link] and available for public comment from Friday, March 14th through Monday, April 13th.

Community Meetings

5-Year Consolidated Plan community meetings were held throughout Raleigh in the fall of 2024 and will continue in the Spring of 2025. See below for a list of meetings and locations. 

Upcoming Spring Public Meetings:

  • Tarboro Road Community Center, March 25th, 6 p.m. – 7:30 p.m.
  • Carolina Pines Community Center, March 27th, 6 p.m. – 7:30 p.m.
  • Virtual Meeting (link), Thursday, April 3rd, 6 p.m. – 7:30 p.m.

Public Hearings

Second public hearing 

A second public hearing will be held in April pending City Council authorization. More information on a date, time, location, and ways to sign up to speak will be made available here once scheduled.  

First public hearing

The first public hearing was held Tuesday, Dec. 3, 2024 at 7 p.m. at the Raleigh Municipal Building, 222 W. Hargett Street, 27601 to discuss past performance and hear from Raleigh residents about affordable housing and community development needs.

Note: Accommodations were available for non-English speaking or residents with disabilities upon advance request. The City offers interpreter services in other languages, including American Sign Language, at no cost to the speaker. Requests for interpreter services were available by submission on the City’s Public Hearings web page or by contacting the Clerk’s office.

Previous Consolidated Plans

The 2021-2025 Consolidated Plan for the City's affordable housing and community engagement program is now available. 

Consolidated Plan Survey

As part of the 5-Year Consolidated Plan process, the Community Development Division sent out a survey to the public focusing on goals and priorities for the next five years. The survey report, including feedback themes and comments, was included in the draft and is available to view here.
