Overview
The City of Raleigh was granted planning funds from the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) federal grant program to develop a Comprehensive Safety Action Plan (CSAP). The City of Raleigh’s CSAP will aim to create a roadmap for a safer, more equitable, and better-connected transportation network. This plan will prioritize the elimination of roadway crashes resulting in fatalities and severe injuries, with a goal of reaching ZERO fatal and serious injury traffic crashes. Raleigh Safe Streets and Roads for All builds upon the Vision Zero initiative to create a safe transportation system for all users.
Why is SS4A Needed?
Raleigh is among the fastest-growing large metro areas in the United States. As the city’s population grows, increased traffic volumes, unsafe driving behaviors, and interactions between different travel modes create new safety challenges. Investing in safer street design and transportation infrastructure is essential to reduce crashes, improve accessibility, and support quality of life across Raleigh.
- Crashes involving pedestrians, bikes, and scooters are over four times more likely to result in fatal or serious injuries, compared to crashes involving vehicles.
- From 2019 to 2023, Raleigh saw 185 fatal crashes and 905 serious injury crashes.
- Dangerous behaviors were involved in 85% of all fatal crashes in 2023.
- 71% of the people who died in passenger vehicles were not wearing a seatbelt.
- Speeding was involved in more than 54% of fatal crashes.
Goals
Raleigh’s SS4A plan has five primary goals which will work in unison to create a safer, more connected transportation network for all:
1. Reduce fatal and serious injury crashes through a Safe System approach, with interim and long-term targets (50% reduction by 2040; zero by 2055).
2. Enhance roadway safety infrastructure by implementing high-impact projects and quick-build improvements where feasible.
3. Promote safe driving behavior through education, targeted enforcement, and roadway designs that encourage compliance and safe speeds.
4. Strengthen evidence-based data analysis and transparent reporting, including post-crash care coordination and public progress reporting.
5. Foster community engagement and collaboration, with emphasis on communities of high safety need.
Each goal has its own set of objectives and tactics. As a key component of this plan, the SS4A team will conduct a citywide analysis to identify high-injury and high-risk areas for road users. Through this analysis, the team will utilize a data-driven approach to implement high-impact safety improvements at critical crash hotspots.
Public Engagement
Education and community involvement played a key role in the development of Raleigh’s SS4A Comprehensive Safety Action Plan. Throughout the planning process, the SS4A team prioritized an inclusive engagement approach to give residents, community organizations, stakeholders, and City partners opportunities to learn about the project, share their experiences, and provide input that helped shape safety priorities and recommendations.
To reach people where they are, the City of Raleigh used multiple methods to engage the community, including:
- In-person engagement such as public meetings, targeted small-group discussions, and one-to-one conversations
- Digital outreach and education, including the project website, social media campaigns, email updates, and virtual meetings
- Feedback tools, including a city-wide public survey, as well as an interactive comment map that allowed community members to identify locations where they experience safety concerns
- A Stakeholder Taskforce made up of state, regional, and local transportation engineers, planners, public safety professionals, and advocacy groups to provide technical input and guidance.
Plan Update
The completed Comprehensive Safety Action Plan (CSAP) is now available for review. The CSAP identifies key safety challenges and recommended actions to support Raleigh’s Vision Zero goal of eliminating traffic‑related fatalities and serious injuries. The plan is intended to guide future safety investments, programs, and policies citywide.
Community members are encouraged to review the plan as Raleigh moves forward with implementation and next steps to create a safer transportation network for all users.
