Right-of-Way Services inspectors help protect Raleigh’s public streets, sidewalks, and other right-of-way areas during construction. The team inspects dry utility work—including power, fiber, telecommunications, and gas main installations—and addresses code violations and other issues that affect the public right-of-way.

Before You Start Work

You Must Have an Active Permit

Anyone who working in or blocks a public street, sidewalk, bike lane, or other part of the public right-of-way must have a permit. Review the Right-of-way Services page and submit right-of-way occupancy requests through the Permit and Development Portal and review.

Before work begins, all required permits must be issued and all required fees must be paid.
DO NOT BEGIN WORK until all required permits have been approved and a Pre-Construction meeting has been scheduled and conducted.

Check Your Permit Dates

The contractor and permit holder must:

  • Know the permit expiration date
  • Complete work before the permit expires
  • Apply for an extension when more time is needed
  • Keep the permit active until construction and restoration are complete
  • Request a site final inspection when the work is completed.

Permit time limits may vary. Follow the expiration date and all conditions listed on the approved permit.

IMPORTANT
An expired permit does not authorize continued work.
